2.02.010 Policy.*
(a) It is the declared policy of the city that employment by the city shall be based on merit and fitness, and that all employment practices shall be applied without regard to any individual’s sex, race, color, religion, national origin, pregnancy, age, marital status or disability.
(b) The city council shall provide for a uniform system of personnel administration by the adoption of formal personnel policies, which shall apply to all regular, temporary, full or part-time employees of the city, except the city administrator and the chief of police. The council shall review and amend these policies from time to time as is appropriate.
(c) The personnel policy adopted by the city shall set forth the principles and procedures that are to be followed by the city administration in its personnel program, to the end that the city and its employees may have reasonable assurances that personnel problems will be dealt with on a uniform and equitable basis. 2.02.020 Mayor.
In accordance with the provisions of Chapter 35A.12 RCW, the mayor is the appointing authority for the city, and in charge of all departments and employees. (Ord. 679 § 1 (part), 1996).
2.02.030 Volunteer firefighters.
The personnel policy shall not apply to volunteer firefighters. An annual pay day is established for payment of all wages and stipends to all volunteer firefighters earned in the year preceding that date, which shall be the first business day following the first regular city council meeting in December. (Ord. 679 § 1 (part), 1996).
2.02.040 Reserve police officers.
The personnel policy shall not apply to reserve police officers unless the reserve police officer is filling a temporary employee position. (Ord. 679 § 1 (part), 1996).
