PAYROLL AND CLAIMS FUNDS

3.28.010 Created.

There are created special funds for the receipt and disbursement of salaries and wages of city employees, to be known as “payrolls fund,” and a fund for the payment of small claims against the city, to be known as “claims fund.” (Ord. 386 § 1, 1976).

3.28.020 Procedure.

Such funds do not constitute working funds in the normal sense of the word, but are simply clearing funds from which all claims and salaries are paid; thus, these do not constitute additional budget appropriations, but constitute an internal bookkeeping device to minimize the issuance of warrants. Warrant registers must be kept in balance with the clerk/treasurer’s distribution of expenditures to all operating funds. (Ord. 386 § 2, 1976).

3.28.030 Warrant issued when.

In the event that an operating fund becomes insolvent, interest-bearing warrants will be issued to the clearing fund, or funds, involved in place of a transfer, and will be deposited along with other city cash receipts. (Ord. 386 § 3, 1976).
