2.21.010 Establishment—Organization—Powers and duties.
A. The county commissioners have resolved to establish the Douglas County risk management board, to be appointed by this body upon recommendation of the county department heads and elected officials committee. The committee shall recommend for appointment from within its own membership, with representation from the sheriff’s office, current expense generally, the department of public works, and the county parks and pool.
B. The county risk management board, once appointed, shall select from within its own membership a chair, who will report directly to the board of county commissioners, and shall develop its own policies and procedures. (Res. CE 88-57 (part))
2.21.020 Risk management program.
The emphasis of this program will be preventative in nature. It is the commissioners’ desire that potential loss-producing conditions be identified and eliminated before serious accidents occur. It is the commissioners’ further desire that the emphasis of this program be informational and corrective rather than punitive, in order to secure the broadest possible cooperation between and among employees, supervisors, department heads and elected officials. 2.21.030 Investigation of accidents and incidents.
Each accident or incident will be formally investigated by the appropriate supervisor and reported, in writing, to the county risk management board upon an Accident/Incident Investigation Report form, to be developed by the risk management board. The seriousness of the incident will determine whether a formal hearing will be initiated by the risk management board. (Res. CE 88-57 (part))
2.21.040 Hearings and reports.
A. The hearings of the risk management board shall provide for the report of the incident, the opportunity for oral testimony on the part of the involved person or persons, and shall also provide for the receipt of any other such information as the risk management board shall require.
B. A memorandum of the hearing, together with the risk management board’s findings and recommendations, shall then be submitted to the appropriate department head or elected official over the signature of the chair of the risk management board. A copy of the report shall also be submitted to the board of county commissioners. (Res. CE 88-57 (part))
