18.28.010 Purpose.

The purpose of the RR-2 rural resource district is to provide an area for low density, rural residential lifestyles that require only rural levels of service for utilities and infrastructure. This district may accommodate some agricultural activities, however the more intensive agricultural support activities, such as large-scale warehousing and/or processing or packaging facilities would not be allowed due to the potential for inclusion into an urban growth area at a future date. Clustering of residential lots will be permitted. If encompassed in the future within an urban growth area, the lands in reserve parcels may be available for further development depending on the nature of the open space designations, critical areas and other similar factors. Typically, domestic water will be obtained through individual wells and sewage disposal will be on-site, but occasionally public water supplies may be available. (Ord. TLS 03-01-01B Exh. 18.28.020 Permitted uses.

The following uses are permitted outright in the RR-2 district:

A.    Agricultural uses such as the cultivation of fruit and nut trees, grape vines, row crop production, nonretail greenhouses and nurseries and other horticultural stock and the keeping of livestock and poultry, subject to DCC Chapter 18.16;

B.    Single-family dwelling;

C.    Duplex dwelling, subject to the density provisions established in DCC Section 18.28.080;

D.    Agricultural support activities for Ag-to-Ag transfers pursuant to DCC Section 18.16.220;

E.    Structures for the storage of personal property, such as private garages and carport structures, equipment buildings or storage sheds, not intended for human habitation as living quarters;

F.    Bed and breakfast operations with three or fewer rooms;

G.    Riding stables, horse boarding/training facilities;

H.    Clustering of existing lots in accordance with DCC Section 18.16.044;

I.    Cluster divisions in accordance with DCC Section 18.16.046; and

J.    Agricultural market, in conformance with the standards of DCC Section 18.80.300 and on a parcel located adjacent to a state highway. (Ord. TLS 15-12-32B Exh. B (part); Ord. TLS 12-10-17B Exh. 18.28.030 Accessory uses.

The following are considered accessory uses to the primary use:

A.    In-home day care;

B.     Home fruit stands in accordance with DCC Chapter 18.16;

C.    Accessory structures for the storage of personal property, such as private garages and carport structures, equipment buildings or storage sheds, not intended for human habitation as living quarters;

D.    Accessory structures for the keeping and raising of livestock/poultry and general farming including barns, shops, and shelters, provided the agricultural products are produced on site or on other lands owned/controlled by the land owner/operator;

E.     Agritainment activities;

F.     Agricultural accessory housing for workers employed in the owner’s operation, in accordance with DCC Chapter 18.16; and

18.28.040 Conditional uses.

Those uses designated in the conditional use permit matrix as conditional uses and approved pursuant to DCC Chapter 18.80; provided, that the development standards of this chapter are met. (Ord. TLS 03-01-01B Exh. B (part): Ord. TLS 01-04-07B Exh. B (part): Ord. TLS 97-10-71B Exh. F (part))

18.28.050 Prohibited uses.

The following are prohibited uses in the RR-2 district:

A.    Accumulation of junk materials;

B.    Advertising displays or structures;

C.    Signs, except as provided in DCC Chapters 18.80 and 20.44;

D.    Mineral extraction;

E.    Packing houses, refrigeration, storage and warehousing of agricultural products from other agriculturists for compensation;

F.    Commercial feed lots;

G.    Vehicle, equipment, implement or appliance repair;

H.    Marijuana production and/or processing for any purpose;

18.28.060 Development standards.

Development in the RR-2 district shall meet all of the applicable provisions of the DCC and the following requirements:

A.    Minimum required yards and setbacks shall be those established in DCC Chapter 18.16;

B.    Lot size: Two acres minimum, except for lots created under the provisions of DCC Sections 18.16.044, 18.16.046 and 18.16.220(A);

C.    Lot width: One hundred feet minimum, except for lots created under the provisions of DCC Sections 18.16.044, 18.16.046 and 18.16.220(A). These lots shall have a minimum width of seventy feet;

D.    Lot coverage: Maximum lot coverage of buildings and structures shall be calculated at the rate of thirty-five percent of the lot area;

E.    Building height: Thirty-five feet maximum height for all nonagricultural buildings and structures and forty feet for agricultural buildings and structures;

F.    Development standards: Landscaping, off-street parking and loading, road improvements and stormwater drainage shall be provided in accordance with DCC Title 20. (Ord. TLS 03-01-01B Exh. B (part): Ord. TLS 01-04-07B Exh. B (part): Ord. TLS 97-10-71B Exh. F (part))

18.28.070 Performance standards.

A.    Cluster developments located adjacent to urban growth areas or RSC districts shall be designed to allow efficient conversion of the reserve tracts that are not designated as critical areas in order to allow future uses. The arrangement of clustered building lots shall allow access to the reserve tract and provide for the logical extension of public roads and facilities.

18.28.080 Density.

The maximum density in the RR-2 district shall be one dwelling unit per two acres, except as provided in DCC Chapter 18.16 for accessory dwelling units. This density may be increased by fifty percent for cluster divisions created pursuant to DCC Section 18.16.046. (Ord. TLS 03-01-01B Exh. B (part): Ord. TLS 01-04-07B Exh. B (part): Ord.
