1.44.040 Creation.
There is created a downtown task force consisting of nine members to be appointed by the mayor, subject to confirmation by the city council. The members shall not receive compensation for their services and a majority shall be tenants or owners of real property in the central commercial (CC) zone. The membership reduction from 11 to nine as hereinabove reflected shall be accomplished by attrition whereby a position shall be eliminated when vacated by resignation or the current member does not request reappointment. Any reference to any other number other than in this section and inconsistent with this section is hereby repealed. [Ord. 3587 § 2, 1987; Ord. 3269 § 6, 1980.]
1.44.080 Appointment – Terms.
The mayor shall appoint four members to terms expiring May 31, 1983; four to terms expiring May 31, 1982; and three to terms expiring May 31, 1981. At the expiration of each member's term, the mayor shall appoint, subject to confirmation by the city council, one member for a four-year term. [Ord. 3269 § 6(1), 1980.]
1.44.120 Filling vacancies.
Members of the downtown task force may be removed at any time by vote of majority of the city council; and whenever a member absents himself/herself for three consecutive regular meetings of the task force, or an aggregate of five regular and/or special meetings annually, unless by permission of the task force given at an open public meeting, the office shall automatically be vacated. Requests for excused absences shall be in writing. Vacancies for the remainder of any such unexpired terms shall be filled in the same manner in which original appointments were made. 1.44.160 Election of officers – Quorum.
Immediately after their appointment, task force members shall meet and organize by electing a chairman and vice chairman and election of such officers shall be conducted annually thereafter, at the first meeting in June. The city manager, or his designee, shall be an ex officio member of the task force. It shall be the duty of the chairman to preside at all meetings of the task force and the vice chairman shall preside in the event of the chairman's absence. A majority of the task force shall constitute a quorum for the transaction of business; provided, however, four members shall constitute a quorum any time two or more positions are vacant. An affirmative vote by a majority of those present shall be necessary to carry any proposition. The task force may appoint committees to carry out its powers and duties. 1.44.200 Meetings.
Meetings of the task force shall be public and held within the corporate limits of the city at least once each month. [Ord. 3269 § 6(4), 1980.]
1.44.240 Powers and duties.
The powers and duties of the task force shall be as follows:
A. To consult with and recommend to the city council and other city commissions matters pertaining to the central business district;
B. To encourage and promote tourism and commerce. [Ord. 4245, 2000; Ord. 3269 § 6(6), 1980.]
