1.48.040 Creation.

There is hereby created a senior citizen advisory commission consisting of seven members to be appointed by the mayor subject to confirmation by the city council. The commissioners shall not receive compensation for their services. Membership reduction reflected in this section above shall be accomplished by attrition whereby a position shall be eliminated when vacated by resignation or the current member does not request reappointment. Any reference to any other number other than in this section and inconsistent with this section is hereby repealed. [Ord. 3587 § 3, 1987; Ord. 3353 § 1, 1982.]

1.48.060 Purpose.

The senior citizen advisory commission is created for the purpose of advising the city council in matters pertaining to senior citizen participation in programs and use of facilities provided by the city now or in the future. [Ord. 3353 § 2, 1982.]

1.48.080 Appointment – Terms.

The mayor shall appoint three commissioners to terms expiring May 31, 1985, three to terms expiring May 31, 1986, and three to terms expiring May 31, 1987. At the expiration of each commissioner's term, the mayor shall appoint, subject to confirmation by the city council, one member for a two-year term. Members appointed to the commission shall be at least 50 years of age and include a broad representation of agencies or organizations whose primary interest is senior citizens. Upon recommendation of the commission, the city council may create an honorary position or positions on the commission, to be appointed by the mayor. Any person appointed to an honorary position shall serve without term or vote and shall not be included for purposes of determing a quorum. 1.48.100 Removal – Vacancy.

Members of the senior citizen advisory commission may be removed at any time by a majority vote of the city council; and whenever a commissioner is absent for three consecutive regular meetings of the commission or an aggregate of five regular and/or special meetings annually, unless by permission of the commission given at an open public meeting, the office shall automatically be vacated. Requests for excused absences shall be in writing. Vacancies for the remainder of any such unexpired terms shall be filled in the same manner in which original appointments were made. 1.48.120 Organization – Meetings – Quorum.

Immediately after their appointment, members of the commission shall meet and organize by electing from the members of the commission a chairman, vice chairman and secretary. An election of such officers shall be conducted annually at the first meeting in June. It shall be the duty of the chairman to preside at all meetings of the commission and of the secretary to keep minutes of all meetings and of all proceedings of the commission. The vice chairman shall perform the duties of the chairman in the absence of the chairman or vacancy in the office. A majority of the commission shall constitute a quorum for the transaction of business and affirmative votes by a majority of the commission shall be necessary to carry any proposition. Public meetings of the commission shall be held within the corporate limits of the city at least once each month. [Ord. 3353 § 5, 1982.]

1.48.140 Powers and duties.

The powers and duties of the commission shall be as follows:

A. To consult with and recommend to the city council and other city advisory boards and commissions in matters pertaining to senior citizen participation in programs and use of facilities provided by the city now and in the future.

B. To encourage and promote activities meeting the needs of senior citizens.

C. To formulate and recommend to the city council a plan identifying long-term senior citizen needs and goals. [Ord. 3353 § 6, 1982.]

1.48.160 Budget recommendations.

The commission may submit projects and/or program recommendations to the city council for the preliminary budget prior to June 30th of each year. Commission recommendations not incorporated in the preliminary budget shall be forwarded to the city council for consideration with the preliminary budget. [Ord. 3352 § 7, 1982.]

1.48.180 Communications to city council.

The commission shall forward communications to the city council through separate memoranda, including all rationale, which shall be included as council agenda items. [Ord. 3353 § 8, 1982.]
