1.54.040 Department created.

There is hereby created a department of emergency management for the purpose of preparing for possible manmade or natural disasters which would impose response burdens upon the city beyond its capabilities. [Ord. 3465 § 1, 1984.]

1.54.080 Director – Appointment – Removal.

The director of emergency management shall be appointed by the city manager upon the basis of ability and training and may be removed by the city manager. [Ord. 3465 § 1, 1984.]

1.54.120 Duties.

It shall be the duty of the director of emergency management to create and maintain a basic emergency plan for manmade and natural disasters that may take place within the city. In addition, the director shall:

A. Prepare an emergency operating plan for the city conforming to the county and state emergency plan and program;

B. Be responsible for the organization, administration and operation of the emergency management department;

C. Act as liaison officer between the city, county, state and federal offices of emergency management or civil defense;

D. Coordinate mutual aid and automatic aid agreements with neighboring municipalities;

E. Identify those disasters with the greatest threat to life and to property in the city; and

F. Control and direct the effort of the emergency operations organization of the city of Ellensburg for the accomplishment of the emergency plan and its mission for the safety and well-being of the city of Ellensburg and its inhabitants. [Ord. 3465 § 1, 1984.]

1.54.160 Emergency operation staff.

The director and staff of the emergency management department shall function under the direction of the city manager in accordance with RCW 35.18.030, 35.18.060, 35.18.080, and 35.18.090; provided, however, that during the time of civil emergency proclaimed by the mayor, declaring a public danger or emergency pursuant to authority hereby granted by the council of the city of Ellensburg pursuant to RCW 36.18.200, the director and his staff shall function under the direction of the mayor in accordance with Annex A of the city of Ellensburg disaster preparedness plan. 1.54.200 Cooperation with other agencies.

The department of emergency management shall carry on its functions in cooperation with all other local, county, state, and national emergency management and civil defense and civil disaster organizations. In this connection, all state and federal regulations relating to emergency management for civil defense and civil disasters, together with approved modifications thereof and local regulations to fit Ellensburg's needs and circumstances, will apply.
