BIENNIAL BUDGET – MID-BIENNIAL REVIEW AND MODIFICATION

2.19.040 Establishment of two-year fiscal biennium budget.

Pursuant to RCW 35A.34.040, there is hereby established a two-year fiscal biennium budget, for the city of Ellensburg, beginning with the two-year biennium commencing January 1, 2013. The 2013-2014 biennial budget and all subsequent budgets shall be prepared, considered and adopted under the provisions of this chapter and Chapter 35A.34 RCW which is hereby adopted by reference. 2.19.060 Mid-biennial review and modification.

Pursuant to RCW 35A.34.130, there is hereby established a process for a mid-biennial review and modification of the biennial budget. No sooner than eight months after the start of the first year of the fiscal biennium, nor later than the first regularly scheduled city council meeting in November of the first year of each biennial budget, the city manager shall prepare proposed budget modifications to be effective as of January 1st of the following year. The proposed modifications shall be sent to the city council members at the direction of the city manager and shall be a public record which shall be available to the public at the city manager’s office and posted on the city’s official website. A public hearing, notice of which shall be given by publication of the council agenda, shall be conducted at a city council meeting and may be continued from time to time. At such hearing or thereafter, the proposed modifications shall be approved by ordinance, to be adopted no later than the last meeting in December. A complete copy of the budget modification as adopted shall be transmitted to the State Auditor and to the Association of Washington Cities. [Ord. 4592 § 1, 2011.]
