That certain document, the title page of which reads “City of Ellensburg Final Plan/EIS,” submitted by the planning commission to the city of Ellensburg, is hereby adopted as the current official comprehensive plan for the city of Ellensburg, Washington. [Ord. 3997 § 3, 1995.]
3.32.080 Adoption and incorporation by reference.
Those documents attached to Ordinance No. 3997 as Exhibits “A” and “B,” entitled “Comprehensive Plan Map, City of Ellensburg, June, 1995” and “Six-Year Capital Improvement Plan,” respectively, are each hereby adopted and incorporated into this chapter and the comprehensive plan as if set out in full. 3.32.100 Urban growth area chapter.
Those documents attached to Ordinance No. 4092 as Exhibit “A,” entitled Urban Growth Area Chapter, are hereby adopted and incorporated into this chapter and the city of Ellensburg comprehensive plan/EIS as if set out in full. [Ord. 4092, 1997.]

Those documents attached to Ordinance No. 4116 as Exhibits “A” through “G” and entitled “Comprehensive Plan Amendment Proposal 97-01, 97-02, 97-03, 97-04, 97-07, 97-11, and 97-12,” are hereby adopted and incorporated into this chapter and the city of Ellensburg comprehensive plan/EIS as if set out in full. 3.32.140 Comprehensive plan amendments 97-06 and 97-08 – 97-10.
All of the changes set forth in Sections 1 through 4 of Ordinance No. 4125 are hereby adopted and shall be incorporated into this chapter and the city of Ellensburg comprehensive plan/EIS as if set out in full. [Ord. 4125, 1997.]
3.32.160 Finding of consistency and readoption.
As of August 20, 1998, the following development regulations within the city code are declared to be consistent with and to implement the 1995 comprehensive plan for the city of Ellensburg, Washington, as amended, and the Growth Management Act, Chapter 36.70A RCW:

All of the changes set forth in Sections 1 through 7 of Ordinance No. 4176 are hereby adopted and shall be incorporated into this chapter and the city of Ellensburg comprehensive plan/EIS as if set out in full. [Ord. 4176, 1998.]

3.32.380 “City of Ellensburg Comprehensive Plan: Visions and Path, Ellensburg’s Next Legacy” document.
All of the changes set forth in Section 1 of Ordinance No. 4474 are hereby adopted and shall be incorporated into this chapter and the city of Ellensburg final plan/EIS as if set out in full. [Ord. 4474 § 2, 2007.]
3.32.390 City of Ellensburg Capital Facility Plans 2008.
All of the changes set forth in Sections 1 and 2 of Ordinance 4502 are hereby adopted and shall be incorporated into this chapter and the “City of Ellensburg Comprehensive Plan: Visions and Paths, Ellensburg’s Next Legacy” as if set out in full. [Ord. 4502 § 3, 2007.]
