Nothing contained in this title is intended to be, nor shall be, construed to create or form any special duties or relationships with specific individuals or otherwise constitute the basis for any liability on the part of the city of Ellensburg or its officers, employees or agents, for any injury or damage resulting from the failure of any person to comply with the terms of this title, or by reason or in consequence of any omission in connection with the implementation or enforcement of this title on the part of the city by its officers, employees or agents. This title has been enacted for the welfare of the public as a whole, and not for any specific group or class. [Ord. 4481 § 18, 2007.]
