8.48.020 Recreational wheels – Defined.
For the purposes of this chapter, the term “recreational wheels” means any wheeled, operator-propelled equipment which transports the operator on land, except wheelchairs. Recreational wheels shall include, but not be limited to, skates, in-line skates, skateboards, bicycles, tricycles, unicycles, quadcycles and scooters. [Ord. 4298, 2001.]
8.48.040 Impounding bicycles and other recreational wheels.
The chief of police is authorized and empowered to administer the provisions of this chapter. The chief of police is authorized and empowered to impound for a period not to exceed 24 hours the bicycle or other recreational wheels used by any minor child under 16 years of age in violating any of the provisions of this chapter or any of the ordinances of the city of Ellensburg relating to street traffic, insofar as they are applicable. Any impound by the chief of police under this chapter shall be for the limited purpose of placing the minor child's bicycle or other recreational wheels in the possession of the child's parent or legal guardian. Upon impound, the chief of police shall contact the parent or guardian and advise him/her of the impound and the location where the bicycle or recreational wheels may be obtained. 8.48.080 Parks – Bicycles and recreational wheels.
It is unlawful for any person to operate a bicycle or other recreational wheels within the parks of the city of Ellensburg, or on the sidewalks or paths of such parks, except in designated areas within such parks or on designated roads and pathways in Irene Rinehart Park. 8.48.120 Business district – Bicycles and recreational wheels prohibited.
It shall be unlawful for any person to operate recreational wheels on sidewalks or alleys within the downtown business area bounded by Sixth Ave. on the north, Water Street on the west, Third Ave. on the south, and Ruby Street on the east, including the entire Rotary Pavilion area; provided, however, this prohibition shall not apply to the operation of a bicycle in alleys within the downtown business area or to any law enforcement officer operating a bicycle in his or her official capacity. This prohibition on the operation of recreational wheels shall include the sidewalks on either side of the streets and Aves. identified above as constituting the boundaries of the downtown business area. 8.48.160 Penalties.
Any person violating any provision of this chapter shall, upon a finding of committed, be subject to a fine of $25.00. [Ord. 4298, 2001.]
