13.02.020 Purpose.
The general purpose of this title is to protect and promote health, safety, and the general welfare through a well considered comprehensive plan for the use of land. It classifies land within the city into various zones, each with appropriate zone designations, and within each zone this title limits the use of the land and limits the nature of the buildings and structures on such land and requires space for off-street parking. The economic stability of land use areas and conservation of building values are promoted and protected thereby.
The provisions of this title are designed to provide adequate light, air and access; to conserve and restore natural beauty and other natural resources; to provide a coordinated development of undeveloped areas; to secure safety from fire and other dangers; to avoid excessive concentration of population in order to lessen traffic congestion and to prevent overcrowding of land; and to facilitate adequate provisions for transportation, water, sewage, schools, parks and other public requirements; and to minimize public and private losses due to flooding in those areas of the city affected by the 100-year floodplain. Further, this plan is designed to encourage the most appropriate use of land throughout the city. [Ord. 3302 § 1, 1981; Ord. 2810 § 1.00, 1970.]
13.02.040 Interpretation, application.
In interpretation and application, the provisions of this title shall be held to be minimum requirements for the promotion of the health, safety, and general welfare of the public. Therefore, where this title imposes a greater restriction upon the use of buildings or premises, or upon the height of buildings, or requires larger open spaces than are imposed or required by other laws, the provisions of this title shall control.
Nothing in this title shall be interpreted as permitting violation of or noncompliance with the regulations herein, or any change whatsoever which would further violate these regulations or intensify an existing substandard condition. [Ord. 2810 §§ 35.02, 35.04, 1970.]
13.02.060 Enforcement authority.
The city manager or his designate shall administer and enforce this title. He may be provided with the assistance of such other persons as the city council may direct. [Ord. 2810 § 36.02, 1970.]
