RESIDENTIAL HIGH DENSITY ZONE (R-H)

13.17.020 Intent.
The R-H zone is intended to comprise areas for high density multifamily residential development. Locational criteria for siting of R-H zoned land shall be limited to major arterials or within the central business district. Included in this zone are those accessory and other uses which are deemed complementary and compatible with multifamily development. [Ord. 4196, 1999.]
13.17.040 Permitted uses.
In the R-H zone, the following uses shall be permitted:
A. Multifamily residential structures;
B. Accessory uses;
C. Public utilities;
D. Family day care homes;
E. Home occupations, except that public notice of application and the appeal procedure be sent to property owners within 300 feet of the requesting property 10 days prior to any staff decision or interpretation. Such notice shall include the applicable appeal procedures, and a statement the request may be approved by the community development department if no substantive objections are received before the 10-day review period expires. 13.17.060 Conditional uses.
The following conditional uses may be permitted within the R-H zone through the granting of a conditional uses permit as described in Chapter 13.50 ECC:
A. Churches;
B. Schools;
C. Boarding houses, lodging houses, sororities, fraternities;
D. Nursing homes;

13.17.080 Building site area.
Every building hereafter constructed or structurally altered in an R-H zone shall provide a lot area of not less than 10,000 square feet with a minimum frontage of 60 feet on a public street highway. Residential development in the R-H zone shall not exceed a maximum density of 18 dwelling units per acre, and correspondingly, shall also provide for a minimum density of eight dwelling units per acre. Residential density shall be based upon the gross amount of area contained in the lot or lots of record for which such development is proposed, excluding that area dedicated for public rights-of-way.
For residential buildings, all required setback areas, plus an additional 15 percent of the total lot area, must be maintained as open space. The open space shall remain free of structures, vehicle parking or maneuvering areas, except for driveway ingress/egress access to rights-of-way, minimum projections of vehicle maneuvering areas approved by the city in the parking lot permit process, and the building eave projections greater than two feet into the required setbacks. 13.17.100 Yards.
A. Front Yards. There shall be a front yard minimum depth of 15 feet. On corner lots which abut alleys, the side yard on the flanking street along all but the front 30 feet may be reduced to a minimum depth of five feet; except where carports or garages are entered from the flanking street, in which case the carport or garage shall be set back a minimum distance of 15 feet from the property line.
B. Rear Yards. There shall be a rear yard minimum depth of 10 feet.
C. Side Yards. When abutting interior lot lines, there shall be a side yard of not less than five feet in width on either interior side lot line and a side yard of not less than 10 feet in width on the opposite interior side lot line; provided, however, that on a lot having access to a dedicated and improved alley contiguous with the rear lot line, a minimum side yard of not less than five feet in width on each interior side lot line may be provided.
D. Interior side yards of corner lots shall be not less than five feet in width. [Ord. 4196, 1999.]
13.17.120 Height limit.
No building shall exceed a height of 40 feet. [Ord. 4196, 1999.]
13.17.140 Off-street parking.
A total of two and one-half parking spaces shall be provided for each residential dwelling unit, plus an additional one-half parking space for each additional bedroom over one bedroom in a dwelling unit. When calculating the off-street parking requirement for residential development, the number of required spaces shall be rounded up to the nearest whole number. For all other permitted and conditional uses, off-street parking facilities shall be provided as described in Chapter 13.42 ECC. [Ord. 4196, 1999.]
13.17.160 Signs.
Signs shall be allowed as provided for in the city sign code ordinance, Chapter 3.12 ECC. [Ord. 4196, 1999.]
