13.41.040 First Railroad Addition historic district designated.
The geographic area encompassed by a portion of the First Railroad Addition plat in the city of Ellensburg bounded by “A” Street on the west, “D” Street on the east, the alley between Eighth Avenue and Ninth Avenue on the south and Eleventh Avenue on the north is designated as the First Railroad Addition historic district. The historical and architectural character which this neighborhood possesses are valuable community resources and are unique among the various residential neighborhoods of the city. This chapter is intended to strengthen the area as a residential neighborhood and to limit those actions which would change or impact the residential quality of the area or inalterably affect the buildings within the area. 13.41.080 Survey.
It shall be the function of the administrator of the landmarks and design commission as set forth in ECC 1.45.360(C)(2) to keep on file and update the existing historical resources inventory of this district. Such survey shall be used, along with other applicable resources and materials, in administering the provisions of this chapter. [Ord. 4245, 2000; Ord. 3448 § 1, 1984.]
13.41.120 Zoning.
The provisions of the R-L zone shall apply to land uses and development within the First Railroad Addition historic district with the exception of the conditional use section. [Ord. 4245, 2000; Ord. 3448 § 1, 1984.]
13.41.160 Conditional uses.
The following conditional uses only may be permitted within the First Railroad Addition historic district through the granting of a conditional use permit as described in Chapter 13.50 ECC:

13.41.200 Landmark and design review.
No person, firm or corporation shall construct any new or reconstruct, alter, remodel, paint, repair or demolish any existing structure within the district prior to completing the required review process provided for in the landmarks and design ordinance (Chapter 1.45 ECC) as it relates to major and minor projects.
