15.12.010 Definitions.

Words, terms and phrases used in this chapter are defined in EMC Title 18, Zoning, as may be supplemented herein. (Ord. 668 § 1, 2007)

15.12.020 Siting requirements.

Each manufactured home placed on a legally established individual lot shall be 12 years old or newer and shall comply with all applicable provisions of EMC Title 18, Zoning, and the following minimum requirements:

(1) The tongue, running gear, and axles will be removed.

(2) Maintain a minimum crawl space under the entire home as per Chapter 296-150M WAC.

(3) Be securely tied down and placed on ribbon footings (concrete).

(4) Have permanent entry steps affixed.

(5) Be installed in compliance with the general installation requirement for manufactured homes set forth in Chapter 296-150M WAC, except, where this chapter has more specific requirements, the requirements of this chapter will be followed.

(6) Have all seals affixed to the outer skin as required by the Washington State Department of Labor and Industries.

(7) Have appropriate skirting securely installed around the entire base portion of the manufactured home per EMC 18.44.070(4).

(8) Be served by a water supply and sewage disposal system meeting the requirements of EMC Title 13, Public Services.

(9) Comply with the requirements for ingress and egress from the subject property to a city street, county road or state highway. (Ord. 668 § 1, 2007)

15.12.030 Occupancy restriction.

No manufactured home shall be occupied outside of a manufactured home park unless placed in accordance with and pursuant to a permit issued under this chapter. (Ord. 668 § 1, 2007)

15.12.040 Manufactured home permits.

Permits for manufactured homes shall be issued by the Entiat building department through the office of the city clerk-treasurer upon completion of the following steps:

(1) Submittal of an application in the form prescribed by said department, including supporting documents demonstrating compliance with this chapter and EMC Title 18.

(2) Payment of fees. (Ord. 668 § 1, 2007)

15.12.050 Fees.

All city fees are set annually by resolution. (Ord. 668 § 1, 2007)

15.12.060 Inspections.

(1) Each manufactured home approved for placement on a parcel/lot shall be subject to the following inspections:

(a) Siting to assure zoning compliance and soil condition.

(b) Measurement for minimum size requirement and verification of age of the manufactured home.

(c) Recessed placement or pit setting.

(d) Footings and foundations prior to placement of the manufactured home.

(e) Tie downs prior to installation of the skirting.

(f) Skirting and steps.

(g) Compliance with Chapter 296-150M WAC.

(2) The permittee shall give the Entiat building department notice when ready for each inspection and shall not proceed further until approval has been given by said building department pursuant to each inspection. (Ord. 668 § 1, 2007)

15.12.070 Enforcement – Violation – Penalty.

Any person, partnership, association, firm or corporation who violates or fails to comply with this chapter is guilty of a civil infraction and is subject to the civil penalties, remedies and corrective actions as set forth in Chapter 14.12 EMC, Enforcement and Penalties, which remedies are cumulative, not alternative remedies, and are in addition to any other remedy to which the city may be entitled by law. Any violation of this chapter is declared to be a public nuisance, subject to abatement or injunctive relief in accordance with the laws of the state of Washington. (Ord. 668 § 1, 2007)
