16.02.010 Adopted.
A. The city council hereby adopts by reference the IBC-IRC form published by the International Code Council, henceforth, and all future state amendments of the IBC and IRC.
B. This adoption includes:
1. Generic fire-resistive assemblies listed in the Fire Resistance Design Manual, Seventeenth Edition, dated April 2003, published by Gypsum Association;
2. Excavation and grading, Appendix J, Grading.
C. The above codes shall regulate the erection, construction, enlargement, alteration, repair, moving, removal, demolition, conversion, occupancy, equipment, use, height, area and maintenance of all buildings or structures in the city of Enumclaw, and are on file in the office of the city clerk. 16.02.015 Building code and amendments adopted.
The city council hereby adopts and incorporates by reference the 2003 Edition of the International Building Code, the Washington State amendments thereto, future amendments to the International Building Code and future amendments to the Washington State amendments of the International Building Code, providing for copies available to review as prescribed by law. (Ord. 2216 § 3, 2004).
16.02.020 Electrical installations.
All electric installations in the city shall conform to the requirements of “Washington State Code” and to the National Board of Fire Underwriters as to material used. (Ord. 1960 § 3, 1998).
16.02.025 Grading provisions adopted.
The city adopts Appendix, Chapter J, Grading, IBC. (Ord. 2216 § 5, 2004).
16.02.030 Penalty for violations.
Any person violating any of the terms of this chapter shall be punished as provided in Chapter 1.08 EMC. (Ord. 1960 § 3, 1998).
16.02.040 No issuance of permits for land uses which violate development regulations.
The building official shall not grant any permit for an improvement or land use which violates any of these development regulations. Where necessary to ensure against said violation, the building official shall require submittal of a site plan as part of the permit application. (Ord. 1960 § 3, 1998).

The city council hereby adopts and incorporates by reference as if set out in full the 2003 Edition of the International Mechanical Code, Washington State amendments, future amendments to the 2003 International Mechanical Code and Washington State amendments. 16.04.020 Amendments.
The city council hereby adopts or modifies the following sections to the 2003 Edition of the International Mechanical Code:
Section 101.1: City of Enumclaw.
Section 106.5.2: See fee schedule attached hereto and incorporated by reference as if set out in full.
Section 106.5.3: 80 percent and 80 percent.
Section 108.4: Misdemeanor – $1,000/90 days.
Section 108.5: Double permit costs – $5,000.

The city council hereby adopts and incorporates by reference as if set out in full the 2003 Edition of the International Fire Code, Washington State amendments, future amendments to the 2003 International Fire Code and Washington State amendments. 16.06.020 Amendments.
The city council hereby adopts or modifies the following sections to the 2003 Edition of the International Fire Code:
Section 101.1: City of Enumclaw.
Section 109.3: Misdemeanor – $1,000/90 days.
Section 111.4: Double permit costs – $5,000.

RULES AND REGULATIONS FOR BARRIER-FREE FACILITIESSections:

The city council does adopt by reference the rules and regulations and amendments for barrier-free facilities adopted by the State Building Code Advisory Council established standards for making buildings and facilities accessible to and usable by the physically handicapped or elderly persons and of which addition three copies are on file with the city clerk as required by law. The city council adopts by reference the 1997 Edition of the Uniform Sign Code as published by the International Conference of Building Officials including all amendments thereto. (Ord. 2255 § 1, 2005; Ord. 2216 § 4, 2004; Ord. 1960 § 3, 1998).
16.20.020 Permit required.
All signs shall require sign permits except those which are exempt per Chapter 3 of the Uniform Sign Code and those which are exempt per EMC 19.10.030. (Ord. 2255 § 2, 2005; Ord. 1960 § 3, 1998).

The standards for fire lanes are attached and incorporated by reference as Exhibit “1” to the ordinance codified in this chapter, consisting of three pages. The fire lanes in the exhibit attached to the ordinance codified in this chapter must be installed and accepted before any construction above ground level, except for the foundation slab. (Ord. 2241 § 1, 2004).
