CONSTRUCTION AND INSTALLATION STANDARDS

12.12.010 Highways, streets and roads.

The following standards shall be required for the construction of highways, streets and roads:

A.    Minimum pavement width:

1.    Major arterials shall be 60 feet curb to curb, 80 feet right-of-way,

2.    Secondary arterials shall be 48 feet curb to curb, 60 feet minimum, 80 feet maximum right-of-way,

3.    Collectors and feeders shall be 36 feet curb to curb, 60 feet right-of-way;

B.    Minimum asphalt standard for arterials shall be:

1.    Ten inches compacted pit run gravel,

2.    Two inches crushed surface base course,

3.    Five inches compacted asphalt treated base,

4.    Two inches compacted class “B”;

C.    Minimum asphalt standard for collectors and feeders shall be:

1.    Ten inches compacted pit run gravel,

2.    Three and one-half inches compacted asphalt treated base,

3.    Two inches compacted class “B”;

D.    Portland cement concrete standards for arterials shall be:

1.    Ten inches compacted pit run gravel,

2.    Nine inches cl. 5.5 (1-1/2);

E.    Portland cement concrete standards for collectors and feeders shall be:

1.    Ten inches compacted pit run gravel,

2.    Six and one-half inches cl. 5.5 (1-1/2). (Ord. 636 § 1, 1981)

12.12.020 Utility service cuts in street rights-of way.

The following standards, definitions and requirements shall apply to all utility service cuts in street rights-of-way:

A.    Definitions. “Permanent pavements” are defined as all portland cement concrete, asphalt concrete, and portland cement concrete with asphalt overlay streets. “Arterial streets” are those designated by the City.

B.    Permits. All work in street rights-of-way by private contractors will be done under a revocable encroachment permit issued by the City.

C.    Notification. All contractors will notify the City 48 hours in advance of start of actual construction within the street right-of-way, or one-call system notice.

D.    Tunneling. Permanent pavement will be bored, jacked or tunneled wherever possible unless specific permission is granted in writing for a cut.

E.    Trench Excavation.

1.    The trench width will be sufficient for the installation and sufficient room to tamp thoroughly the earth around the lower sections of the installation. The bottom of the trench shall be shaped to fit the utility, and the service shall be supported on solid, undisturbed or thoroughly compacted material.

2.    When a rock or formation of rocks, or soft or unstable soil, is encountered at the bottom of a trench, it will be removed below grade and replaced with selected material which is thoroughly compacted.

F.    Backfilling. Imported, granular backfill of an approved nature will be required in all street rights-of-way unless specifically approved by the City. Mechanical compaction shall be used to achieve compaction equal to 95 percent of optimum density in improved street areas, to the back of walk or back of ditch lines and 90 percent in unimproved areas. In no case shall backfill lifts exceed two feet for hydraulic-hammer type compactor or eight inches for hand-operated mechanical tampers.

G.    Trench Left Open. Trench excavation on arterials and commercial streets will not be left open overnight. Trench excavations on residential streets may be left open for a maximum of 48 hours if properly barricaded and protected, lighted barricades must be used.

H.    Temporary Pavement Repairs. Temporary pavement repair shall be hard surfacing hot or cold mix or steel plates placed over properly placed backfill material. Arterial and commercial streets will have temporary pavement repairs made at the close of each work day. Residential streets will have temporary pavement repairs completed at the close of each work day unless otherwise permitted under subsection (G) of this section.

I.    Permanent Pavement Repairs. Permanent pavement repairs, as shown in American Public Works Association Standard Plan No. 18, shall be completed within 14 days of the start of excavation. Inspection will be required prior to placement of the P.C.C. spanning stab or prior to placement of the class “B” paving in cases when the P.C.C. spanning stab is not required. The marginal lines of all patches in permanent pavement will be trued with the use of a concrete saw or asphalt spade. When a patch will extend to within three feet of an expansion or construction joint said patch must be extended to the joint and finished so as to preserve the purpose of the joint.

J.    Maintenance Responsibility. The contractor shall be responsible for the adequacy of the permanent pavement repairs. (Ord. 636 § 2, 1981)

12.12.030 Sidewalks, curbs and gutters.

The following standards are required for construction of sidewalks, curbs and gutters:

A.    Cement Concrete Sidewalks.

1.    Cement concrete sidewalks shall meet Section 42 of American Public Works Association Standards and Specifications. Type A Standard Plan 14, with a two-inch compacted depth of three-eighths inch minus drain gravel, shall be used for sidewalk bedding.

2.    Sidewalks shall be a minimum of four inches thick except in driveway sections and shall be six inches in residential and eight inches in commercial. Type C Standard Plan 9 Concrete Driveways.

3.    Sidewalk widths in residential areas where combined walk, curb and gutter section is used shall be four and one-half feet; in areas where planting strip is used, section shall be five feet in width. Commercial width shall be a minimum of eight feet in width.

B.    Cement Concrete Curb and Gutter. Cement concrete curb and gutter shall meet Section 40 of A.P.W.A. Standards and Specifications. Standard Plan No. 1 – Type A, 18-inch cement concrete.

C.    Materials. Materials shall meet Section 37 of A.P.W.A. Standards and Specifications for portland cement concrete. (Ord. 636 § 3, 1981)

12.12.040 Responsibilities of commercial developers.

It is the responsibility of both the land owner and the developer utilizing real property within the City for commercial purposes to install roads, sidewalks, curbs, gutters and street lighting to City standards, and to maintain same. The minimum street width shall be 80 feet. (Ord. 485 § 1, 1973)
