SINGLE-FAMILY DWELLING ZONES (RS 8.5 AND RS 6.5)

18.32.010 Purpose.
The main objective and intent of these zones is to maintain and create the type of living environment which meets the standards for single-family residential development. A further related consideration is to establish a residential density which makes it possible to more efficiently and economically install and maintain public service facilities. This includes taking into consideration the natural constraints on development. (Ord. 1400 § 2, 2006)
18.32.020 Permitted principal uses.
Permitted principal uses are as follows:
A. Single-family dwelling;
B. Family day care or day nursery;
C. Park and/or playground;
D. Boat moorage (private);
E. Municipal use. (Ord. 1400 § 2, 2006)
18.32.030 Permitted accessory uses.
Permitted accessory uses are as follows:
A. Garage;
B. Swimming pool;
C. Tool house or storage shed;
D. Garden house;
E. Use customarily incidental to the permitted principal use. (Ord. 1400 § 2, 2006)
18.32.040 Conditional uses.
A. Conditional uses are as follows:
1. Church; including a day care or day nursery in conjunction with the church use;
2. Home occupation;
3. Educational institution;
4. Golf/country club;
5. Neighborhood grocery store of limited scale not to exceed 1,600 square feet of retail sales floor space and 3,200 square feet of total floor space;
6. Grocery store, drugstore up to 3,000 square feet in sales area, professional office, barbershop, beauty shop, dry cleaning and laundry pick-up service, delicatessen, shoe repair shop, other retail use customarily defined as serving the needs of the surrounding residential neighborhood, commercial parking lot and service station, all as formerly included in the City’s former neighborhood business zone;
7. Duplex;
8. Complete life care retirement community (RS 8.5 only; minimum of 30 acres; reviewed as a PUD);
9. Public use;
10. A use similar in nature and effect to a permitted principal use or conditional use.

18.32.050 Minimum lot size.
Minimum lot size is as follows:
A. RS 8.5: 8,500 square feet;
B. RS 6.5: 6,500 square feet. (Ord. 1400 § 2, 2006)
18.32.060 Minimum lot width.
Minimum lot width is as follows:
A. RS 8.5: 75 feet;
B. RS 6.5: 65 feet. (Ord. 1400 § 2, 2006)
18.32.070 Maximum building height.
Maximum building height is 28 feet in all residential single-family zones; provided, however, that churches approved by conditional use permit shall be allowed a maximum building height of 35 feet. (Ord. 1400 § 2, 2006)
18.32.080 Setbacks and lot coverage.
Setbacks and lot coverage are as follows:
A. RS 8.5.
1. Setbacks.
a. Front: 20 feet;
b. Rear: 15 feet;
c. Sides: Eight feet.
2. Lot coverage (maximum): 40 percent; includes square footage of the building area of both principal and accessory structures.
B. RS 6.5.
1. Setbacks.
a. Front: 20 feet;
b. Rear: 15 feet;
c. Sides: Eight feet.

18.32.090 Parking.
Two parking spaces per dwelling unit are required. For specific regulations on parking, refer to Chapter 18.76 FMC. (Ord. 1400 § 2, 2006)
