2.34.010 Members – Appointment and terms.

The Tree Board (formerly called the Community Forestry Committee) shall be charged with protecting and improving the quality of its existing and future tree resources, and to provide, update and administer a written plan for the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs in parks, along streets and in other public areas. The Board shall consist of five members appointed by the Mayor subject to confirmation by the City Council. (Ord. 1955 § 1 (Exh. 1), 2016)

2.34.020 Membership – Terms, residency.

Board members shall serve four-year terms. Positions and their expiration dates shall be assigned as follows: Positions No. 1, 2 and 3 terms expire on June 30th of even years, beginning June 30, 2020. Positions No. 4 and 5 terms expire on June 30th of even years, beginning June 30, 2018. Upon expiration of said term, the position shall be advertised seeking applicants to participate on the Board. A Board member whose term is expiring may reapply to serve an additional term subject to recommendation by the Mayor and confirmation by the City Council. No limitations are created regarding the number of terms a Board member may serve. Members of the public who have resided in Whatcom County for at least one year are eligible to serve on the Board. 2.34.030 Members – Authority, powers and duties.

A.    The Tree Board shall be an advisory board to the City Council and shall have and exercise those powers and that authority prescribed in this chapter or in subsequent ordinances or resolutions of the City Council.

B.    All authorizations for expenditures, incurring of any costs or indebtedness or employment of any person by the Board, shall be made by the City Council.

C.    The Board shall continually assess the City trees and shrubs and make recommendations to the City Council for the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs in parks, along streets and in other public areas. (Ord. 1955 § 1 (Exh. 1), 2016)

2.34.040 Rules and meetings.

The Board may establish rules for transactions of its business. The meetings and other sessions of each board shall be open to the public in accordance with the provisions of Chapter 42.30 RCW. At the meetings of the Board, a majority of the members shall constitute a quorum for the transaction of business. The vote of the majority of the members present at an official public meeting of the Board may constitute a decision or recommendation of the Board. (Ord. 1955 § 1 (Exh. 1), 2016)
