PAYMENT OF CLAIMS

3.32.010 Authorized payment of claims not exceeding $2,500.

The Treasurer is authorized to pay claims prior to Council approval in an amount not to exceed $2,500 per claim. (Ord. 739 § 1, 1984)

3.32.020 Conditions for payment of claims exceeding $2,500.

The Treasurer may pay claims exceeding $2,500 without prior Council approval if the claim was the result of a contractual obligation incurred by the City through a contract or agreement previously authorized by the City Council or a required payment to another jurisdiction. (Ord. 739 § 2, 1984)

3.32.030 Treasurer bond.

The Treasurer shall be required to furnish an official bond for the faithful discharge of his or her duties in an amount of not less than $50,000. (Ord. 739 § 3, 1984)

3.32.040 Internal control policies.

The legislative body shall adopt contracting, hiring, purchasing and disbursing policies that implement effective internal control. (Ord. 739 § 4, 1984)

3.32.050 Review and approval.

The legislative body shall provide for its review of the documentation supporting claims paid and for its approval of all checks or warrants issued in payment of claims at its next regularly scheduled public meeting. (Ord. 739 § 5, 1984)

3.32.060 Disapproved claims.

The legislative body shall require that if, upon review, it disapproves some claims, the Treasurer shall cause the disapproved claims to be recognized as receivables of the taxing district and to pursue collection diligently until the amounts disapproved are collected or until the legislative body is satisfied and approves the claims.
