12.14.010 Adoption.

The 2016 Standard Specifications for Road, Bridge and Municipal Construction, and all subsequent amendments to and editions of the standard specifications, as issued by the Washington State Department of Transportation and the American Public Works Association, Washington State Chapter, are adopted by reference as if fully set forth herein. Copies of latest edition of the standard specifications, and any additions or amendments thereto, are on file with the city clerk and available for use and examination by the public. The standard specifications may be supplemented and amended by the public works director for specific construction applications and for conformance with adopted city design standards. 12.14.070 Section 1-09.13(3)A amended – Administration of arbitration.

12.14.080 Time to complete.

The public works director shall have the authority to give the contractor written notice of the completion date of the contract after the contractor’s obligations under the contract have been performed by the contractor. (Ord. 1704 § 3, 2009; Ord. 1168 § 8, 1994).

12.14.090 Change orders.

The public works director is authorized to approve change orders pursuant to the procedures of the Standard Specifications for Road, Bridge, and Municipal Construction provided the increase or decrease in costs is within the approved contract amount. If the cost of the requested change order will exceed the authorized contract amount, then the city council must approve the change order; provided, however, the public works director may authorize the work to proceed if, in his opinion, exigent circumstances exist that require the work to proceed immediately, or delaying the change order approval until the next council meeting would significantly increase the project cost, significantly delay the project, or increase the city’s potential liability. 12.14.100 Green street or arterial.

A “green street or arterial” means a paved public or private right-of-way that either completely or partially manages stormwater through use of on-site stormwater management BMPs that provide water quality benefits and/or infiltrates stormwater (if an infiltration facility); creates attractive streetscapes that increase neighborhood livability by enhancing the pedestrian environment and introducing park-like elements into neighborhoods; serves as an urban greenway segment that connects neighborhoods, parks, recreation facilities, schools, main streets, and wildlife habitats; and meets broader community goals by providing pedestrian and, where appropriate, bicycle access.
