EMERGENCY NOTIFICATION SYSTEM REQUIREMENTS FOR NEW AND REMODELED DEVELOPMENT

15.70.010 New or remodeled residences and other developments – Required to install emergency notification system.

A. All new or remodeled residential units located within the city of Fife shall be required to install all hazard radios in each unit. All new or remodeled nonresidential development shall be required to install a minimum of one all hazard radio in the building lobby or reception area, and one in the building employee break or lunch room. A remodeled residential unit or nonresidential development means that the unit or development has improvements worth 50 percent or more of the value of the unit or structure, according to the latest assessed valuation by the county assessor.

B. Upon review and approval of both the director of the department of community development; and either the director of emergency management or the chief of police, an approved siren system may be installed in lieu of the requirements set forth in subsection (A) of this section so long as the proposed new development is fully covered by said siren system and part of an approved final plat. 15.70.020 Technology – Requirements.

Each radio shall be equipped with S.A.M.E. technology (single area message encoding) and shall be a 120-volt unit with an automatic battery back-up that shall exceed 24 hours in alert standby mode when there is an AC failure. No other technology will be accepted without the prior approval of the chief of police or director of emergency management. (Ord. 1606-06 § 1, 2006).

15.70.030 Establishment of emergency notification system fund.

There is hereby established an emergency notification system fund. This fund will carry over from year to year and be used for the development of the city’s emergency notification system. The funds may be used for, but are not limited to, the purchase, installation, maintenance and operation of emergency notification equipment and services. (Ord. 1606-06 § 1, 2006).

15.70.040 Nonresidential development – Required to pay into fund.

In addition to the installation of emergency radios, all new or remodeled nonresidential developments located within the city of Fife shall be required to pay area fee into the city’s dedicated emergency notification system fund.

15.70.050 Enforcement – City may withhold certificate of occupancy.

All radios must be installed, tested, and verified by the city of Fife and all fees must be paid in full and received by the city of Fife prior to a certificate of occupancy being granted. The city may withhold the issuance of a certificate of occupancy until all requirements of this chapter have been satisfied. (Ord. 1606-06 § 1, 2006).
