STATE REGULATIONS ADOPTED

Sections:

15.04.010 Adoption of state building codes.

A. The state building codes, as follows, are adopted by reference:

1. International Building Code, 2018 Edition, including Appendices, ICC/ANSI A117.1-2009, the 2018 International Existing Building Code and the 2018 Washington State Amendments as amended and as published in Chapter 51-50 WAC.

2. International Residential Code, 2018 Edition, including Appendices and the Washington State Amendments as amended and as published in Chapter 51-51 WAC.

3. Uniform Plumbing Code, 2018 Edition, including Appendices A, B and I, and the Washington State Amendments as amended and as published in Chapter 51-56 WAC.

4. International Mechanical Code, 2018 Edition, including the 2018 International Fuel Gas Code, 2018 NFPA 58 and 2017 NFPA 54, and the Washington State Amendments as amended and published in Chapter 51-52 WAC.

5. Washington State Energy Code, 2018 Edition, Commercial, Chapter 51-11C WAC, and Residential, Chapter 51-11R WAC, including appendices and the Washington State Amendments as amended and as published in Chapters 51-11C and 51-11R WAC.

6. International Fire Code, 2018 Edition, including Appendices A, C, D, I and K and the Washington State Amendments as amended and as published in Chapter 51-54A WAC. Fire flow shall be as required in the Friday Harbor Water System Plan 2013 Update where available. In areas where fire flow meeting this requirement is not available it shall be acceptable to provide water supplies for fire-fighting purposes through construction of a stored water fire protection system complying with all the requirements of town of Friday Harbor Standard Drawing W-6 adopted and incorporated here by reference. 15.04.020 Fees.

A. Building permit fees shall be assessed in accordance with Table 1-A, Building Permit Fees, of the 1997 Uniform Building Code, Second Printing. A multiplier of 1.25 shall be applied to this table as a regional modifier.

B. Plan review fees shall be assessed in accordance with 107.3, Plan Review Fees, of the 1997 Uniform Building Code, Second Printing.

C. Plan review fees of duplicate buildings permitted under the same development permit shall be assessed in the following manner: after payment of the plan review fee for the initial building within the same development and from the same applicant, any additional, exact duplicate buildings will only be assessed the plan review fee for the foundation plan only. The building permit fees in their entirety will still be assessed. This provision is only applicable for exact duplicate buildings. Any changes to items such as decks, garages, porches or reversed plans will require payment of the full plan review fee.

D. Plumbing permit fees shall be assessed in accordance with Table 1-1, Plumbing Permit Fees, of the 1997 Uniform Plumbing Code, Second Printing. A multiplier of 1.25 shall be applied to the table as a regional modifier.

E. Mechanical permit fees shall be assessed in accordance with Table 1-A, Mechanical Permit Fees, of the 1997 Uniform Mechanical Code, Second Printing. A multiplier of 1.25 shall be applied to the table as a regional modifier.

F. Clearing and grading fees shall be assessed in accordance with Table A-33-A and B, Grading Permit Fees, of the 1997 Uniform Building Code, Second Printing. A multiplier of 1.25 shall be applied to the table as a regional modifier.

G. Any person who commences work before required permit issuance shall be subject to an after-the-fact fee that would double the required permit fee excluding the plan check fee. The minimum after-the-fact fee shall be $50.00. (Ord. 1434 § 2, 2010)

15.04.030 Violation and enforcement.

In addition to any enforcement powers set out in the codes adopted by reference in FHMC 15.04.010, violation of any provision of any of those codes is a Class 1 civil infraction subject to the process and provisions of Chapter 1.18 FHMC.
