16.04.010 Purpose and intent.

The purpose of this title shall be to provide rules, regulations and standards which guide the division of lands in the city and which promote the public health, safety, and general welfare of the municipality.  It shall be administered to insure orderly growth and development, protection and proper use of land and to require provisions for circulation, utilities, and services.  (Ord. 1259 §2(part), 1999)

16.04.020 Applicability.

The provisions of this title shall apply to subdivisions or other land divisions for the purpose of sale or lease into two or more parcels or tracts within incorporated areas of the city.  (Ord. 1259 §2(part), 1999)

16.04.030 Severability.

If any provision of this chapter or its application to any person or circumstance is held invalid, the remainder of this title or the application of its provisions to other persons or circumstances shall not be impaired or otherwise affected.  (Ord. 1259 §2(part), 1999)

16.04.040 Exemptions.

The provisions of this title shall not apply to the following:

A.    A cemetery or other burial plots while used for that purpose;

B.    Division made by testamentary provisions of the laws of descent;

C.    Divisions of land for purchase or sale by an agency or division of government vested with the power of condemnation;

D.    A boundary line adjustment which does not create any additional lot, tract, parcel or division nor create any lot, tract, parcel or division which contains insufficient area to meet minimum requirements for width and area for a building site; and

E.    A land division subject to Chapter 64.32 RCW if the city has approved a binding site plan.  (Ord. 1259 §2(part), 1999)

16.04.050 Comprehensive plan.

The city of Goldendale and Klickitat County comprehensive plans or portions thereof shall guide the use of all land within the incorporated area of the city.  The type and intensity of land use shall be used as a guide to determine the character of land division including lot size and arrangement, type and extent of roads, highways, dedications, improvements, services and other utilities and public facilities that shall be provided.  (Ord. 1259 §2(part), 1999)

16.04.060 Suitability for subdivision.

Land which the administrator, or subdivision review committee, or the planning commission finds to be unsuitable for land division due to flooding, poor drainage, steep slopes, geologic formations or other features likely to be harmful to the safety and welfare of future residents shall not be subdivided unless adequate methods are provided for overcoming these conditions.  (Ord. 1259 §2(part), 1999)

16.04.070 Conformance with standards and policies.

All installation of buildings or improvements shall conform to applicable standards and policies established by the city.  No subdivision shall be developed unless all necessary improvements are installed to insure that the development will conform to specified standards set forth by this chapter.  (Ord. 1259 §2(part), 1999)

16.04.080 Administrator.

The mayor or his designated representative, hereafter referred to as the administrator, is vested with the duty of administering subdivision and platting regulations within the unincorporated areas of the city and may prepare and require the use of such forms as are essential to their administration.  (Ord. 1259 §2(part), 1999)

16.04.090 Subdivision review committee.

There is established a subdivision review committee consisting of the mayor, city administrator, city engineer, public works supervisor, building official, fire marshal and public health officer or their designated representatives, which the committee shall review and report on subdivisions and which may, by unanimous vote waive the requirements of a final map where a short subdivision contains four or less lots, all of which abut a dedicated and accepted city street or road.  (Ord. 1259 §2(part), 1999)
