The 2021 Washington State Energy Code – Commercial Provisions and Residential Provisions, as adopted by the State Building Code Council in Chapters 51-11C and 51-11R WAC, excluding Chapter 1, Scope and general requirements, is adopted together with Appendix A, Default Heat Loss Coefficients; Appendix B, Default Internal Load Values and Schedules; Appendix C, Exterior Design Conditions; Appendix D, Calculation of HVAC Total System Performance Ratio; and Appendix F, Outcome-Based Energy Budget; Appendix RA, Optional Energy Efficiency Measures – One Step; Appendix RB, Optional Energy Efficiency Measures – Two Step; and Appendix RC, Exterior Design Conditions.

Exception. The provisions of this code do not apply to temporary growing structures used solely for the commercial production of horticultural plants including ornamental plants, flowers, vegetables, and fruits. A temporary growing structure is not considered a building for the purposes of this code. However, the installation of other than listed, portable mechanical equipment or listed, portable lighting fixtures is not allowed. (Ord. 3050 § 1 (Exh. A), 2024; Ord. 2936 § 1 (Exh.
