Leave of absence not exceeding 30 days and without pay may be granted by the appointing authority to any person under this Civil Service System; provided, that such appointing authority shall give notice of such leave to the Commission. All temporary employment caused by leaves of absence shall be made from the eligible list of the classified Civil Service. Longer leaves of absence may be granted by the Commission upon written request of the employee, endorsed by the appointing authority, giving his/her reasons therefor. A leave of absence for more than 3 months when granted by the Commission shall not entitle the employee when returning to duty to resume his/her former position, but he/she shall be entitled only to standing on a reinstatement register for the position; these limitations, however, shall not apply to absence on account of disability caused by sickness or injury.
