2.72.010 Established.
This chapter shall establish a financial stakeholder advisory board to be known as the Southwest Washington Regional Airport board. (Ord. 3729 § 2, 2010)
2.72.020 Membership—Term.
A. The airport board shall consist of four voting members, each of whom shall be appointed by the contributing governing bodies: the city of Kelso, the city of Longview, the port of Longview, and Cowlitz County. In addition to the voting members, one city staff person appointed by the Kelso city manager shall serve as a staff member without authority to vote.
B. The members now appointed to and serving on the airport board as per repealed Ordinance No. 3360 shall continue to serve on the Southwest Washington Regional Airport board for the term for which appointed. As the term of each member expires, a successor shall be appointed for a term of four years. All terms shall expire on December 31st. Incumbents shall continue to serve until their successors are duly installed. Terms shall be staggered as shown in subsection C of this section.
C. The membership positions on the board shall be denominated as follows:

Terms shall be four years and shall be staggered at one-year intervals thereafter.
The position of chair will rotate annually in sequence on December 31st of each year. Position 2 will begin the rotation for 2010.
No airport board member shall serve more than two consecutive terms.
D. No board member shall have business interests at the airport other than the standard hangar or tie-down leases. (Ord. 3729 § 3, 2010)
2.72.030 Meetings—Organization.
The airport board shall hold meetings monthly on the second Thursday of the month at 3:00 p.m. Rules for the conduct of meetings and business of the board shall be according to Robert’s Rules of Order. (Ord. 3729 § 4, 2010)
2.72.040 Purpose—Function.
A. It shall be the responsibility of the airport board to advise the Kelso city manager and the city council relative to the acquisition, utilization, care, maintenance and disposition of all airport facilities and all property or equipment pertaining to or associated with the Southwest Washington Regional Airport.
B. The airport board shall review, advise and make recommendations to the Kelso city manager and city council relative to the promulgation and enforcement of rules and regulations governing the operation of the airport. The airport board shall make recommendations to the city council regarding the granting or revocation of FBO leases or other grants of operational authority at the airport.
C. The airport board shall have such further duties as may from time to time be assigned to it by the city council and city manager. (Ord. 3729 § 5, 2010)
