15.16.010 Division of city for numbering buildings established.

For the purpose of numbering all buildings in the city, the city is divided into districts, as follows: All that portion of the city lying east of the Cowlitz River and south of Allen Street shall be known as “South Kelso”; all that portion of the city lying north of Allen Street and east of the Cowlitz River shall be known as “North Kelso”; all that portion of the city lying west of the Cowlitz River and south of Main Street shall be known as “West Kelso, South”; and all that portion of the city lying west of the Cowlitz River and north of Main Street shall be known as “West Kelso, North.” (Ord. 3669 § 1 (part), 2008: prior code § 2.12.010)

15.16.020 Distribution of numbers.

All residences and business buildings in the city shall be numbered by the owner or owners thereof in the following manner, to wit: Numbers shall run one hundred to the block beginning at Allen Street for streets running north and south on the east side of the Cowlitz River, and at Main Street on the west side thereof, and at Front Street for streets running east and west on the east side of the Cowlitz River, and at First Street for streets running east and west on the west side of the Cowlitz River; odd numbers shall be on the east side of the streets running north and south and even numbers on the west side thereof, and on streets running east and west, odd numbers shall be on the north side of the street and even numbers on the south side thereof. All house and building numbers on streets south of Allen Street on the east side of the Cowlitz River shall be prefixed “South”; all house and building numbers on streets north of Allen Street on the east side of the Cowlitz River shall be prefixed “North”; all house and building numbers on the west side of the Cowlitz River, south of Main Street shall be prefixed “West” and “South,” and those north of Main Street shall be prefixed “West” and “North.” (Ord. 3669 § 1 (part), 2008: prior code § 2.12.020)

15.16.030 Signposting specifications.

All numbers used in numbering buildings in the city shall be made of durable and legible quality, shall be at least three inches in height and no more than twelve inches in height and shall otherwise conform to the specifications shown on the street numbering plat of the city, on file in the office of the city clerk. 15.16.040 Official numbering plat and specifications.

The street numbering plat of the city, heretofore made and adopted by the city council as the official street numbering plat of the city, and the specifications adopted by the city council, are the official street numbering plat and specifications of the city. 15.16.050 Violation—Penalty.

Any person or persons owning any residence or business building in the city who shall fail or neglect to number his residence or business building in accordance with the provisions of this chapter, for sixty days after the adoption and publication of this chapter, shall be guilty of a misdemeanor, and upon conviction thereof, shall be punished by a fine of not more than five dollars and costs of prosecution.
