14.10.010 Streets and avenues designated.

All streets and public roads in the city, running in a northerly and southerly direction shall be called avenues. All streets and public roads running in an easterly and westerly direction shall be called streets.

14.10.020 Downtown core area base lines designated.

In the downtown core area of the city, the system for streets and avenues shall be as follows:

1. The centerline of Meeker Street, and the centerline extended indefinitely east and west, is hereby made a base line for numbering buildings upon all avenues, which buildings shall be numbered north and south therefrom. Numbers in the first block on each side of the base line shall commence with 101, and shall progress both north and south therefrom. One hundred (100) numbers shall be allotted to each block, and twenty (20) feet frontage on the avenue shall be allotted to each number. In case more than one (1) building or opening shall occur in any number, fractional additions shall be made to such number to designate the additional buildings or openings.

2. The centerline of the main track of the Northern Pacific Railway as now located shall be the base line for numbering buildings upon all streets. The numbering of buildings shall be east and west from the base line, upon a like plan as that hereinabove set forth for numbering on avenues.

Buildings equidistant from the base line should be as close in numerical designation as practicable.

14.10.030 Building numbers.

Buildings on the south side of streets and the east side of avenues shall be numbered in even numbers. Buildings on the north sides of streets and the west sides of the avenues shall be in odd numbers.

14.10.040 Building number placement and requirement.

The owner or occupant of any building or premises fronting upon any public way or square within the city shall, upon three (3) days’ notice from the building official, place a correct number on the building. The numbers when placed shall be over or near the door or entrance of the building and be of a size not less than two (2) inches in height and one (1) inch in width.

14.10.050 Penalty.

Any person failing or refusing to comply with the notice provided for in KCC 14.10.040 shall be deemed guilty of a misdemeanor, and upon conviction thereof, shall be fined in a sum not to exceed fifty dollars ($50).
