In the event that the commission-appointed civil service secretary or chief examiner is unable to perform their duties, the city manager shall have the authority to appoint a temporary secretary and/or chief examiner to serve in that capacity until such time that the commission is able to meet and appoint an alternate secretary and chief examiner pursuant to the provisions of RCW 41.12.040.
