2.64.010 Created – Purpose.

The dismantling systemic racism advisory group is created to support and act in an advisory capacity and make recommendations to the city council and mayor on policy matters related to achieving the community’s vision to dismantle systemic racism and advance equity. (Ord. 1086 § 1 (Exh. A), 2021)

2.64.020 Responsibilities.

A.    The DSR-AG shall be responsible to advise and make recommendations to the city council and mayor on the following:

1.    Achieving the city of Langley’s community vision to dismantle systemic racism and advance equity in its community engagement, policies, procedures, services and programs.

2.    Recommending effective strategies for public engagement, removing barriers and increasing inclusion and access to city services for all members of the public.

3.    Recommending effective strategies for attracting, hiring, promoting and retaining a diverse workforce.

4.    Working with community groups to provide an anti-racism lens as necessary and to mutually support anti-racism work.

5.    Providing a forum for concerns, complaints and activities regarding diversity, inclusion, equity and anti-racism in the city.

6.    Working with governmental entities to provide an anti-racism lens as necessary and to mutually support anti-racism work. (Ord. 1086 § 1 (Exh. A), 2021)

2.64.030 Membership.

A.    The DSR-AG shall consist of a minimum of five and a maximum of nine members appointed by council.

B.    The DSR-AG shall consist of at least 50 percent of people who identify as black, indigenous, or persons of color.

C.    Each member shall serve a term of three years.

D.    Two voting members must reside within the city limits of Langley or work within the city limits of Langley. The balance of the membership may reside outside the city limits but in the South Whidbey School District geographic area. This exception to a majority residency requirement is permitted due to the lack of ethnic diversity of Langley residents. (Ord. 1086 § 1 (Exh. A), 2021)

2.64.040 Meetings.

The DSR-AG shall meet regularly and shall adopt and publish policies regarding the time, place, and frequency of meetings, and adopt rules of procedure governing the conduct of such meetings. If there is no business to conduct, a meeting cancellation notice shall be posted in the same manner as all meeting notices. Special meetings may be held as often as the DSR-AG deems necessary. Notice of special meetings must be provided in accord with the Washington State Open Public Meetings Act. (Ord. 1086 § 1 (Exh. A), 2021)
