18.02.010 Purposes.

The purposes of this chapter include, but are not limited to the following:

A. To assist in the implementation of the adopted comprehensive plan for the physical development of the city by regulating and providing for existing uses and uses planned for the future as specified in the comprehensive plan.

B. To protect the character and the social and economic stability of residential, commercial and other uses, to preserve property values and to ensure the orderly and beneficial development of these uses by:

1. Reserving and retaining appropriate areas for each type of use;

2. Preventing encroachment into these areas by incompatible uses; and

3. Regulating the use of individual parcels of land to prevent unreasonable detrimental effects of nearby uses.

C. To preserve the historic, aesthetic and natural features of the city by:

1. Establishing high standards of environmental protection; and

2. Providing for design and environmental review of proposed actions and projects. (Ord. 527, 1989)

18.02.020 Residential zones established.

Residential zones are established to provide a variety of housing types, efficient utility service, minimize traffic congestion, preserve and protect historic structures, accommodate differing land forms and natural features and reflect the intent of the comprehensive plan. The residential zones are:

A. RS5000, residential single-family;

B. RS7200, residential single-family;

C. RS15000, residential single-family;

D. RM, mixed residential. (Ord. 527, 1989)

18.02.030 Commercial zones established.

Commercial zones are established to provide for the sale of consumer goods and services appropriate to the area of the community they serve and to ensure the compatibility with nearby land uses. The commercial zones are:

A. CB, central business;

B. NB, neighborhood business. (Ord. 527, 1989)

18.02.045 Public use zones established.

Public use (P-1) zones are established to provide for municipal utility facilities and private utility facilities. (Ord. 527, 1989)

18.02.047 Overlay zones/districts.

From time to time, overlay zones or districts may be established in this title. The chapter establishing the overlay zone or district shall reconcile how the provisions of the overlay zone or district and the underlying zoning district shall apply. (Ord. 923, 2009)

18.02.050 Compliance required.

All uses and structures shall conform to the special requirements of the zone district within which they are located and the other general requirements of this title. All uses not classified in a zone district shall comply with the requirements of the most similar use as determined by the planning official. (Ord. 957 § 15, 2011; Ord. 527, 1989)

18.02.060 Areas designated.

All land within the city shall be included in a zone district. (Ord. 527, 1989)

18.02.070 Zone district boundaries.

The location of the various zone districts are shown on the official zoning map of the city which is part of the ordinance codified in this title. (Ord. 527, 1989)

18.02.080 Interpretation of boundaries.

Zone district boundaries indicated on the zoning map shall be interpreted as follows:

A. Where boundaries are indicated along streets, the boundaries shall be the centerline of the street.

B. Where boundaries are indicated along established lot lines, the boundary shall be the lot line.

C. Where boundaries are indicated on perennial watercourses, the boundary shall be the thread of the stream.

D. Upon vacation of a street, the zone district boundaries of abutting properties shall be extended to the centerline of the vacated street.

E. All lands annexed to the city without an annexation zoning designation shall be classified RS15000. (Ord. 527, 1989)

18.02.090 Uses not specified.

All uses not specified in this title, unless determined to be consistent with the intent of this code, are prohibited. (Ord. 527, 1989)
