19.39.010 Uses permitted.

(1) In the civic center district, C-C, no building or premises shall be used nor shall any building or structure be hereafter erected or altered except for one or more of the following uses: hotels, motels, apartments, transitional housing, permanent supportive housing, emergency housing, emergency shelters, public libraries, and quasi-public buildings, city, county, state and federal office buildings, medical clinics, buildings for offices of professional and business use, radio and television broadcasting studios, banks and financial institutions, and elderly/retirement housing facilities as defined by the Federal Fair Housing Act for congregate care and independent housing facilities.

(2) Any of the uses specified in subsection (1) of this section may be combined in a single structure; provided, however, hotels and motels may provide other related and integrated services by special permit under Chapter 19.12 LMC, if such services are normally and customarily available in such occupancies, but are not provided under the definition of hotel and motel as found in Chapter 19.09 LMC.

(3) Wireless communication facilities as permitted in Chapter 16.75 LMC.

(4) Deli, coffee bar and cafeteria services provided within the building primarily for occupants may be permitted by special property use in any office buildings greater than 10,000 square feet in size in the manner provided in Chapter 19.12 LMC.

(5) Permanent supportive housing, subject to standards set forth in Chapter 19.22 LMC.

(6) Emergency shelters and emergency housing, subject to standards set forth in LMC 19.44.110. (Ord. 3450 § 5, 2021; Ord. 3333 § 6, 2016; Ord. 3085 § 1, 2009; Ord. 2763 § 1, 2000; Ord. 2455 § 1, 1991; Ord. 2180 § 1, 1984; Ord. 1334, 1967).

19.39.020 Building site dimensions.

In the civic center district, C-C, no building or structure shall be hereafter erected upon any lot or plot having an area of less than 6,000 square feet nor a width of less than 50 feet. (Ord. 1334, 1967).

19.39.030 Fronting of structure on street.

Every principle structure shall front upon a street, dedicated for public use and accepted by the city council as a public street, without any other building intervening between it and the street upon which it fronts. (Ord. 1334, 1967).

19.39.040 Motel size requirements.

All motels hereafter erected or altered shall provide dwelling units averaging 320 square feet or more, exclusive of cooking units and any caretakers’ unit; provided, no unit shall have less than 280 square feet and no cooking unit shall have less than 400 square feet. All measurements shall be based on inside wall measurements. (Ord. 1334, 1967).

19.39.050 Yard requirements.

For each building allowed in this district there shall be a front yard having a depth of not less than 15 feet and a side yard on each side of the building having a width of not less than four feet, except that the side yard of a corner lot shall be not less than 20 feet in width along the flanking or side street line; and provided further that each side yard for every building shall be increased by one additional foot in width for each story of the structure above two stories in height. There shall be no rear yard required. (Ord. 1699 § 3, 1974; Ord. 1334, 1967).

19.39.060 Off-street parking space.

Every permitted land use hereafter erected or enlarged within the civic center district, C-C, shall provide off-street automobile parking and truck loading and unloading facilities as required by applicable sections of Chapter 19.78 LMC. (Ord. 1415 § 9, 1969; Ord. 1334, 1967).

19.39.070 Signs.

Signs are permitted as provided in Chapter 16.13 LMC; provided, that all signs shall relate to the business of the occupant of the premises on which the sign is located and for which a current business license exists. (Ord. 2839 § 15, 2002).
