11.30.010 Created.

There is hereby created an advisory committee to be known as the Lake Wilderness Citizen Advisory Committee (LWCAC). (Ord. O-21-693 § 1 (Exh. A)).

11.30.020 Purpose.

The LWCAC shall serve in an advisory capacity to the Maple Valley City Council on matters regarding the welfare and uses of Lake Wilderness and on implementation of program activities identified in the annual Lake Wilderness management budget consistent with the Lake Wilderness Integrated Aquatic Vegetation Management Plan (revised 2004). 11.30.030 Membership.

A. Members. There shall be five regular members on the Committee and there can be one or more alternate members.

B. Qualifications. Regular members and alternate members of the LWCAC shall be selected from residents and property owners in the corporate limits of the City of Maple Valley, with at least one regular member being a Lake Wilderness shoreline property owner. Membership includes one member representative from the City of Maple Valley and one member representative from the King County Department of Natural Resources and Parks or its successor, three voting members, and one or more alternate members from residents and property owners. 11.30.040 Terms – Attendance – Vacancies.

A. Terms. Citizen members shall be appointed for a term of two years. City of Maple Valley member representative and King County member representative shall not have term limits. A citizen member serving a two-year alternate appointment may serve longer than the initially appointed two-year term when the alternate member fulfills a vacancy of a regular voting member whose term expires at a date later than the alternate member’s term was initially set to expire. Citizen member terms will alternate with two voting members being appointed on the even years and one voting and two alternate members on the odd years.

B. Attendance. Members finding themselves unable to attend regular meetings are expected to tender their resignation.

C. Vacancies. Vacancies that are in any way other than through expiration of terms shall be filled for the remainder of the unexpired term in the same manner as provided in MVMC 11.01.030. (Ord. O-21-693 § 1 (Exh. A)).

11.30.050 Rules of procedure.

A. Proceedings. Minutes shall be kept of all proceedings. The proceedings of every meeting shall be a public record.

B. Voting. The votes during all LWCAC meetings shall be conducted as follows:

1. All votes shall be taken by voice, except that at the request of any member, a random roll call vote shall be taken by the City member representative.

2. In case of a tie vote on any motion where only regular voting members are voting, the motion shall be considered lost. If alternates are acting as voting members due to a vacancy, a tie vote will result in the motion being tabled until the next meeting. (Ord. O-21-693 § 1 (Exh. A)).

11.30.060 Meetings.

The LWCAC shall determine a regular business meeting schedule (time, place and frequency) as necessary but no less frequent than four times a year. If a Committee member is unable to attend a meeting they are expected to give prior notice. (Ord. O-21-693 § 1 (Exh. A)).

11.30.070 Duties and responsibilities.

The Committee members shall study, discuss, and evaluate information pertaining to the welfare and maintenance of the health of Lake Wilderness biome including but not limited to control of noxious plants and animals, maintenance of a healthy amount of native plant life, and public educational outreach programs. The LWCAC shall provide an annual report to Maple Valley City Council. The Committee may choose to report to Council by presentation at a Council meeting or by written report provided to Council. The Committee will present the annual report to the Lake Wilderness Preservation Association and the public at a LWCAC meeting. (Ord. O-21-693 § 1 (Exh. A)).
