PURCHASING

4.04.010 Bids not required for purchases not exceeding $2,000.

All purchases of supplies, material, equipment or services, except for public work or improvement, where the cost thereof does not exceed $2,000 may be made in the open market without a call for public bids. (Ord. 6 § 1, 1960).

4.04.020 Open market purchases based on competitive bidding.

All open market purchases shall, wherever possible, be based upon three competitive bids. (Ord. 6 § 2, 1960).

4.04.030 Recordkeeping of open market orders required.

The city clerk shall keep a record of all open market orders and the bids submitted in competition thereon and such records shall be open for public inspection during regular business hours. (Ord. 6 § 3, 1960).

4.04.040 Acceptance or rejection of bids.

Open market purchases shall be made to the lowest responsible bidder. Where the public interest will be served thereby, all bids on open market purchases may be rejected, but in such case the reason for such rejection shall be included in the records of the transaction. (Ord. 6 § 4, 1960).
