WASTE REDUCTION AND RECYCLING EDUCATION PROGRAM AND SERVICE CHARGE

4.48.010 System created.

There is created and established for the city an educational program on the subject of waste reduction and recycling. The city manager or his designee shall be responsible for administering the education program. (Ord. A-82 § 1, 1990).

4.48.020 Service charge.

A. A monthly service charge for funding the waste reduction and recycling education program shall be established by the city council. The amount of said charge shall be fixed from time to time by resolution of the city council. Three copies of said resolution shall be on file in the office of the city clerk.

B. The monthly service charge shall be collected from each residential unit in the city and from each business or commercial unit which is charged a single water and/or sewer utility service charge.

C. The phrase “residential unit” shall be defined to include not only single-family dwelling units but also each apartment or individual unit in a multiple-dwelling. (Ord. A-82 § 1, 1990).

4.48.030 Billing procedure.

A. Every residential, business, or commercial unit which is served or is capable of being served by the city water and/or sewer utility shall be assessed the waste reduction recycling education fee as provided in MICC 4.08.020 and shall be billed on the standard form utilized by the city for water and sewer utility billing.

B. Residential units which are not customers of the city water utility or sanitary sewer utility shall be assessed the waste reduction and recycling education fee as provided in MICC 4.08.020 and shall be billed on a standard form developed by the city. (Ord. A-82 § 1, 1990).
