2.80.010 Statement of policy.

It is the policy of the city of Mount Vernon, Washington, to provide and implement an equitable and uniform system of personnel administration governing the recruitment, selection, employment, transfer, removal, discipline and welfare of city employees. It is the intent of the city to accomplish the following objectives through its personnel policies and procedures:

A. To recruit, select and promote the most qualified employees based upon the relative ability, knowledge and skills required to perform a given position.

B. To accomplish equal employment opportunity regardless of race, religion, sex, national origin, marital status, age, political affiliation or physical, mental or sensory handicap unless based upon a bona fide occupational qualification.

C. To inform employees of their rights, benefits and responsibilities. (Ord. 2828 § 1, 1997; Ord. 2377 § 1-1, 1990).

2.80.070 Authority and responsibility of mayor.

The mayor shall have overall authority and responsibility for labor relations and personnel administration. The mayor may delegate specific responsibilities to city staff or contract with private parties to furnish professional personnel services.

The mayor shall develop a personnel plan consistent with the policies set forth in this chapter. Such plan may be amended or revised by the mayor, consistent with the policies of this chapter, in whole or in part, without prior notification, and nothing therein shall be deemed to create a vested contractual right in any employee nor to limit the power of the mayor to repeal or modify such plan. Such plan shall provide and shall not be interpreted as setting forth promises of specific treatment. Such plan shall, at a minimum, set forth policies for the following:

A. Organization and chain of command for city employees;

B. Recruitment and selection of employees;

C. Hours of work;

D. Compensation and reimbursements, consistent with the budget for the city and any applicable salary ordinance;

E. Personnel benefits such as health care and other insurance, holidays, vacations, sick leave and other types of leave, all consistent with requirements of state and federal law, operational necessities, and the budget for the city;

F. General rules of conduct;

G. Discipline and grievance;

H. Personnel records and reports;

I. Reporting of improper government action; and

J. Any other provisions consistent with the policies of this chapter and necessary or useful for efficient and effective personnel management. (Ord. 2828 § 1, 1997; Ord. 2377 § 3-3, 1990).
