2.35.010 Created.

There is hereby created and established a Library Board of the City of Mountlake Terrace, composed of seven members, as hereinafter provided. At least one of the members of the Board shall be a student enrolled at Mountlake Terrace High School. (Ord. 2469 § 1, 2007; Ord. 2123 § 1, 1996).

2.35.020 Declared advisory board.

The Library Board is hereby declared to be an advisory board of the City of Mountlake Terrace, whose duties shall be to advise the City Council as to the general supervision of the library facilities of the City, and to perform such other duties as may be directed by the City Council.

No Board member shall receive any compensation from the City for his or her service on the Board. (Ord. 2123 § 2, 1996).

2.35.030 Membership.

With the exception of the student member, who shall be enrolled at Mountlake Terrace High School, the members of the Library Board shall be bona fide residents of the City of Mountlake Terrace. All members shall be appointed by the City Council.

With the exception of the student member, whose term shall be for a period of one year, appointments to the Board by the City Council shall be for a term of three years, which shall expire on the thirtieth day of June of the last year for which the term is made; provided, that members shall remain in office until their successors are appointed and confirmed. A member of the City Council shall be appointed each year as an ex officio member of the Board.

Vacancies occurring otherwise than through the expiration of terms shall be filled for the remainder of the term of the member being replaced. Vacancies shall be filled in the same manner as original appointments.

Regular attendance by members is necessary for the efficient operation and effective completion of business. Three nonexcused absences from regular meetings in a calendar year shall constitute an automatic resignation from the members. A member may request that an absence be excused either before or after the absence occurs. Any member who ceases to have the qualifications provided in this section shall be deemed to have forfeited his or her office.

Upon request of a Board member, the City Council may make a temporary appointment to replace a Board member who will be absent from meetings for a prolonged period.

Upon motion by any member of the Council, and approval by a majority of the City Council, the appointment of any member serving on the Board may be terminated for cause. The City Council shall thereafter proceed with the appointment of a new member to complete the term of office. (Ord. 2469 § 2, 2007; Ord. 2311 § 1, 2002; Ord. 2123 § 3, 1996).

2.35.040 Meetings.

The Library Board shall hold regular meetings, at such time and places it deems advisable, but shall hold not less than one every two calendar months. The presence of four members of the Board shall be necessary to constitute a quorum for transacting business. (Ord. 2469 § 3, 2007; Ord. 2123 § 4, 1996).

2.35.050 Selection of officers.

The members of the Board shall at the first meeting after annual City Council appointments have occurred select from among their members a chairman, a vice chairman, and a secretary, who shall serve in that capacity for a one-year term. The secretary shall keep minutes and records of all regular meetings. The City Manager may provide from City staff such secretarial services as may be needed or desired.
