2.30.010 Created.

There is hereby created a citizen board, to be called the North Bend business and eco­nomic development commission, consisting of seven appointed citizen members, to provide guidance and direction to the city council on North Bend’s future economic development through review of, and recommendations for improvement to, the economic development component of the city’s comprehensive plan, and to advise the city council on other eco­nomic development programs and priorities. (Ord. 987 § 1, 1996).

2.30.020 Membership.

A. Number of Members. The commission shall consist of seven members, all of whom shall be appointed for a term of four years; pro­vided, however, that the first members of the commission shall serve:

1. Three members shall be appointed for terms expiring December 31, 1997, or until their successors are duly appointed and con­firmed, and four members shall be appointed for terms expiring December 31, 1999, or until their successors are duly appointed and con­firmed. Subsequent appointments for full terms shall begin as of January 1st and shall be for four-year terms, or until their successors are duly appointed and confirmed. Membership shall be appointed as nearly as possible in the following manner: city residency – three mem­bers; Valley business connection – three mem­bers; and one member at large from the community.

B. Appointment. Members of the com­mission shall be appointed by the mayor, and confirmed by the council and shall be selected without respect to political affiliation and shall serve without compensation.

C. Removal. Members shall be removed upon the recommendation of the mayor and confirmed by a majority vote of the entire city council for neglect of duty, conflict of interest, malfeasance in office or other just cause, including unexcused absence for three consec­utive regular meetings. The decision of the city council shall be final and there shall be no appeal therefrom.

D. Vacancies. Vacancies occurring other than through the expiration of the term shall be filled for the unexpired term in the same man­ner as for appointments as provided in this chapter. (Ord. 987 § 2, 1996).

2.30.030 Meetings.

A. The commission shall hold such regu­lar and special meetings as may be necessary to complete its responsibilities. The commis­sion shall elect from among its members a chair who shall preside at all meetings and a vice chair who shall preside in the absence of the chair; provided, however, that city council members shall serve as chair of the commis­sion for 30 days after and including the first official meeting of the commission, or until a successor is duly elected. A majority of the commission members shall constitute a quo­rum for the transaction of business and a majority vote of those present shall be neces­sary to carry any motion.

B. The commission shall adopt such rules and regulations as are necessary for the con­duct of its business.

C. The commission shall keep a written record of its proceedings which shall be a pub­lic record. (Ord. 987 § 3, 1996).

2.30.040 Duties and responsibilities.

The commission shall be an advisory body to the administration and the city council and be responsible for providing information and recommendations pertaining to economic growth and development. Duties of the com­mission shall include:

A. Reviewing and making recommenda­tions relating to the economic development chapter of the North Bend comprehensive land use plan;

B. Giving advice to the city council on other economic development programs and priorities;

C. Provision of periodic reports to the city council on progress made in implementing its responsibilities and on the status of economic development planning in the city;

D. Such other and future duties as assigned by the city council. (Ord. 987 § 4, 1996).
