15.31.010 Building permit fees.
The fee for each International Building Code, International Residential Code, Washington State Energy Code or Washington State Ventilation and Indoor Air Quality Code building permit shall be as set forth in Table 1-A. The fees adopted herein shall be incorporated into the taxes, rates and fees schedule adopted by the city under separate ordinance and shall henceforth be amended by such separate ordinance.

Public Improvement Projects Fee Waiver: The city administrator may, in his discretion, waive any or all of the permit fees required under the International Building Code, and any amendments thereto, for any public improvement project for which the city is providing some or all of the funding for said project. |

15.31.020 Plan review fees.
When submitted documents are required by NBMC 15.02.610, a plan review fee shall be paid at the time of submitting the submittal documents for plan review. Said plan review fee shall be 65 percent of the building permit fee as shown in Table 1-A in NBMC 15.31.010. The plan review fees specified in this section are separate fees from the permit fees and in addition to permit fees. The fees adopted herein shall be incorporated into the taxes, rates and fees schedule adopted by the city under separate ordinance and shall henceforth be amended by such separate ordinance. 15.31.030 Fee schedule for administrative procedures and miscellaneous inspections.
In addition to any other fees specified in this chapter, there shall be a fee schedule for certain administrative procedures not otherwise included as set forth in the following schedule of fees:

15.31.040 Mechanical permit fees.
The fee for each permit issued under provisions of the International Mechanical Code, International Fuel Gas Code, NFPA 54 (National Fuel Gas Code), NFPA 58 (Liquefied Petroleum Gas Code), or the mechanical device provisions of the International Residential Code shall be as set forth in Table 2-A. The fees adopted herein shall be incorporated into the taxes, rates and fees schedule adopted by the city under separate ordinance and shall henceforth be amended by such separate ordinance.

15.31.050 Fire code permit fees.
A. There shall be no charge imposed for routine annual fire prevention inspections. The following fees shall apply:

B. Additional Fees and Penalties.
1. Inspections.
a. Reinspection fees, per inspection, when such portion of work for which inspection is called is not complete, approved plans and permit is not on the site or when corrections called for are not made: $80.00.
b. Inspections outside normal business hours (minimum charge for two hours): $125.00 per hour.
2. Plan Review. Plan reviews done by the city through Eastside Fire and Rescue will be charged at $80.00 per hour.
3. Plan Review Fees. If the city determines that it is necessary to hire an outside consultant to review plans, the applicant shall reimburse the city for the costs of such consultant. The city may also require the applicant to deposit an amount with the city estimated by the fire marshal to be sufficient to cover the anticipated costs of the consultant.
The city of North Bend recognizes that the fees charged pursuant to the schedule for fire services as set forth above are payable directly to Eastside Fire and Rescue (EFR) in accordance with an interlocal agreement with the city. Therefore, in the event that EFR is able to achieve efficiencies on certain inspections or services related to commercial construction or operations, EFR may reduce or eliminate portions of the fees herein in direct relation with the efficiencies gained.

15.31.060 Plumbing code permit fees.
The fee for each permit issued under the provisions of the Uniform Plumbing Code shall be as set forth in Table 3-A. The fees adopted herein shall be incorporated into the taxes, rates and fees schedule adopted by separate ordinance and shall henceforth be amended by such separate ordinance.
