ORDINANCE ADOPTION

1.06.010 Method.

All ordinances proposed or to be adopted by the council, except those dealing with zoning, issuance of bonds, LIDs, ULIDs and those which are deemed emergencies by the council, shall not be adopted until they have been considered at two council meetings. It shall not be necessary to have more than one reading of any proposed ordinance, which reading may take place at either the first or second meeting at which any ordinance is proposed; provided, however, that it shall not be the basis for the challenge of any ordinance before the council or any court that the requirements of this section were not complied with.
