The following are the minimum penalties to be assessed or levied for the following traffic violations:

12.32.030 Impoundment of minors’ bicycles.
In event of the violation by a minor under eighteen years of age of the provisions of the traffic code regulating the operation of bicycles, the arresting officer shall be authorized to impound and to hold the bicycle involved in the violation until disposition of the case by the court having jurisdiction thereof.
