2.21.010 Members—Appointment.

The planning commission of the city shall consist of seven members who shall be appointed by the mayor and confirmed by the council. The planning commission members shall appoint from among themselves a chair and vice-chair whose terms shall run for one year, from the first meeting of the planning commission after the first of the year until a new chair and vice-chair are appointed in the subsequent year. The terms of office of the commission members now serving are hereby confirmed. At the expiration of the terms of existing commission members, their successors shall be appointed for a term which shall expire on December 31st of the sixth year after appointment. 2.21.020 Removal.

A member may be removed for cause during his or her term upon a recommendation from the mayor and the affirmative majority vote of the city council sitting with a quorum. If a member is absent from four meetings per year without excuse, excuses being permitted for personal or family illness, and vacations, cause exists for removal. The member wishing to be excused from a meeting must notify the secretary to the planning commission prior to the meeting. The absence shall be announced and the reason therefor at the time roll call is taken at the meeting and shall be recorded as excused in the minutes of the meeting, if minutes are taken. 2.21.030 Powers and authority.

The planning commission shall have all of the powers and perform each and all of the duties of a planning agency as specified in Chapter 35A.63 RCW, together with any other duties or authority which may hereafter be conferred upon them by the laws of the state, the performance of such duties and the exercise of such authority to be subject to such and all the limitations expressed in each legislative enactment or enactments. 2.21.040 Recommendations on proposed legislation.

The city council may refer to the commission, for its recommendation and report, any ordinance, resolution, or other proposal relating to any of the matters and subjects referred to in Chapter 35A.63 RCW, and the commission shall promptly report to the council thereon, making such recommendation and giving such counsel as it may deem proper. The failure of the city council to refer any ordinance, resolution or proposal to the commission shall not affect the validity of such ordinance, resolution or proposal or any part thereof. 2.21.060 Secretary.

The mayor shall designate a member of the paid staff of the city to serve as secretary, any person so designated by the mayor to serve without additional compensation. (Ord. 1303 § 1, 2009: Ord. 1170 § 2 (part), 2003).

2.21.070 Quorum.

A majority of the commission shall constitute a quorum for the transaction of business. Any action taken by a majority of those present at any regular or special meeting of the commission is deemed and taken as the action of the commission. (Ord. 1170 § 2 (part), 2003).
