3.80.010 Policy established.

A. Payment of claims or obligations of the city shall be by check, electronic fund transfer or automated clearing house. Electronic fund transfer and automated clearing house transactions require adoption of a resolution authorizing the method of payment for specific transactions and/or for that vendor. Payment of claims or obligations of the city shall be processed by the finance department and shall be submitted to council for review and authorization.

B. The qualified public depository, whereon such checks are to be drawn, shall be Columbia Bank. The city officers authorized to sign checks shall be the mayor, mayor pro tempore, city clerk, finance director and treasurer.
