2.04.005 Meetings.

A.    The city council and mayor shall meet regularly, at least twice a month, at the city council chambers of the City Hall, on the second and fourth Tuesday of each month, starting at seven p.m. Pacific time.

The city council shall meet regularly in workshop session on the first Tuesday of each month at the city council chambers of the City Hall, starting at seven p.m. Pacific time. No “final action,” as that term is defined in RCW 42.30.020(3), shall be taken at any workshop session.

B.    Special meetings may be called by the mayor or a majority of members of the city council at any time and in compliance with the provisions of RCW 42.30.080, as now adopted together with any amendments thereto.

C.    All council meetings shall be held in accordance with RCW 35A.12.110 and 42.30.010 et seq., as now codified or hereafter amended. (Ord. 1711 § 1, 1994: Ord. 1488 § 1, 1990; Ord. 1413 § 1, 1988; Ord. 1359 §§ 1, 2, 3, 1987).

2.04.010 Consent agenda.

When the city administrator or mayor determines that any item of business requires action by the council but is of a routine and noncontroversial nature, either officer may cause such item to be presented at a regular or special meeting of the council as part of a consent agenda. (Ord. 1719 § 1, 1994).

2.04.020 Consent agenda—Introduction.

The consent agenda shall be introduced by a motion “to approve the consent agenda” and shall be considered by the city council as a single item. (Ord. 1719 § 2, 1994).

2.04.030 Consent agenda—No debate.

There shall be no debate or discussion by any member of the council regarding any item on the consent agenda beyond asking questions for simple clarification. (Ord. 1719 § 3, 1994).

2.04.040 Consent agenda—Removal.

Upon objection by any council member to the inclusion of any item on the consent agenda, that item shall be immediately removed from the consent agenda. Such objection may be recorded at any time prior to the taking of a vote on the motion to approve the consent agenda. Any item removed from the consent agenda shall be considered individually immediately following consideration of the consent agenda. (Ord. 1719 § 4, 1994).

2.04.050 Consent agenda—Approval.

Approval of the motion to approve the consent agenda shall be fully equivalent to approval, adoption or enactment of each motion, resolution, ordinance or other item of business thereon, exactly as if each had been acted upon individually. When an ordinance is included on the consent agenda for final passage, the motion to approve the consent agenda shall be by roll call vote of council members present and voting. (Ord. 1719 § 5, 1994).
