RECREATIONAL ADVISORY BOARD

2.62.010 Prosser recreational advisory board.
There is established a Prosser recreational advisory board to consist of seven members as follows:
A. Board Members. These seven members shall serve without compensation, except for such per diem and mileage compensation as may be authorized by the governing body of the city.
B. Board Appointments.
1. The mayor, subject to the confirmation by a majority of the city council, shall appoint seven board members. At least four members of the board shall be city residents. All voting members of the board shall be over the age of eighteen years. In addition to the seven voting members, the mayor may appoint a student/youth representative as an ex officio, nonvoting member of the board. The mayor, in making appointments, should try to ensure that all segments of the community are represented. The recreation advisory board may recommend individuals to be considered for appointment to the board.
2. The initial appointments for the board shall be for terms as follows, with three-year terms thereafter: four members for three years and three members for two years. Any member absent from three consecutive regular board meetings, whose absence is not excused by vote of a majority of the other members, shall thereby be disqualified to continue as a member of the board, and the mayor shall appoint a new member to serve for the balance of the term of such disqualified member. The mayor, subject to the confirmation by a majority of the city council, may fill any vacancy of the board.
C. Organization and Meetings.
1. At the first meeting following appointment of the members, the members of the board shall elect from its membership a chairman, vice-chairman and such other officers as the board members deem necessary to organize and carry out the functions and duties of the board. The recreation director, or other person designated by the mayor, shall serve as the board’s secretary. The recreation director, or other person designated by the mayor, may speak to any issue of the board but shall have no vote, and shall prepare meeting agendas, minutes of all meetings except executive sessions, and record all proceedings of the board.
2. The board shall adopt a time for holding regular monthly meetings, and regular monthly meetings shall be held unless canceled by notice from the chairman of the board. Special meetings may be called by the chairman, or by a majority of the board members, upon written notice, delivered at least twenty-four hours before the time of such meeting, as specified in the notice. All meetings shall be conducted in compliance with the Open Public Meetings Act.
3. A majority of the board shall constitute a quorum for the transaction of business. A majority vote of those present shall be necessary to carry any motion. The board shall establish bylaws or procedures for conducting its meetings.
D. Functions and Duties.
1. The board shall be advisory to the city council concerning formulation of policies, programs and fees relating to recreational programs.
2. In addition to the general duties, the board may: advise regarding the development of recreational programs and park and recreational facilities; review the recreation budget; set goals and plan for short-term and long-term improvements and goals regarding recreational programs and facilities; serve as a channel for citizens’ input concerning recreational needs; set standards for the recreation program; promotion of recreational programs to the community; conduct needs assessment, surveys and program evaluations; recommend program fees and charges; recommend entering into written contracts with other entities or organizations which will benefit recreational programs.
3. Before May 1st of each year, the recreation director shall make recommendations to the board for the preliminary budget request for the ensuing year. Prior to June 1st of each year, the board shall make recommendations to the city council for the preliminary budget request for the ensuing year.
E. Gifts and Donations. The board may solicit gifts and/or donations of money, personal property or real estate for parks and recreations purposes. The board may accept unrestricted charitable donations or unrestricted gifts for parks and recreation purposes in an amount not exceeding fifty thousand dollars from any one donor.
F. Communications to City Council. The board shall make a full and complete annual report to the mayor and city council and give other reports as requested. (Ord. 2660 § 1, 2009: Ord. 2511 §§ 18, 26, 2005: Ord. 1757 § 1 (part), 1995. Formerly 2.62.030).
2.62.990 Severability.
The provisions of this chapter are hereby declared to be severable. If any section, subsection, sentence, clause, or phrase of this chapter or its application to any person or circumstance is for any reason held to be invalid or unconstitutional, the remainder of this chapter shall not as a result of said section, subsection, sentence, clause, or phrase be held unconstitutional or invalid.
