2.24.010 Created – Membership.

There is created a parks and recreation board which shall consist of seven members, who are residents and registered voters of the city, to be appointed by the mayor with the consent of the city council. No member shall serve more than two full consecutive terms on the parks and recreation board. (Ord. 2878 § 1, 2007; Ord. 2358 § 1, 1993; Ord. 2239 § 1, 1990; Ord. 1855, 1981; Ord. 1175 § 1, 1951).

2.24.020 Appointment of members – Terms.

It shall be the duty of the mayor upon the ordinance codified herein becoming effective to appoint seven persons of recognized fitness as members of said board. The members so appointed shall serve for one, two and three years, respectively, from the twenty-fifth day of October, 1951. The first members so appointed by the mayor shall determine by lot whose term of office shall expire each year as aforesaid, two being for a term of one year; two for a term of two years; and three members for a term of three years. New members shall be appointed annually thereafter to fill such vacancies as the same occur, to serve for a term of three years. (Ord. 2878 § 1, 2007; Ord. 2358 § 1, 1993; Ord. 1175 § 2, 1951).

2.24.030 Functions and duties.

(1) The parks and recreation board of the city so appointed shall have the following primary functions:

(a) The board shall serve in an advisory capacity to the city council through the parks and recreation director or his/her designee in order to provide a complete and comprehensive recreation program and park system;

(b) Survey the recreation needs of the community and convey those needs through the parks and recreation director or his/her designee;

(c) Review the programs offered through the recreation division and provide recommendations to the parks and recreation director or his/her designee;

(d) Review maintenance practices of the parks division and provide recommendations to the parks and recreation director or his/her designee;

(e) Serve as an advisory body on the operation of the parks and recreation department and recommend to the parks and recreation director or his/her designee rules, regulations, and procedures for the operation of the parks and recreation department;

(f) Make recommendations for budget requests to the parks and recreation director or his/her designee for the parks and recreation department;

(g) Organize itself, establish committees and subcommittees and adopt rules and procedures necessary to accomplish its purpose;

(2) The board shall periodically advise and make recommendations to the parks and recreation director for the beautification, improvement, and management of all public squares, parks, park drives, cemeteries and recreation grounds and facilities;

(3) The board shall periodically review whether the lands being used for park and recreation purposes are adequate, and shall recommend to the parks and recreation director what additional lands and grounds should be acquired and used for park and recreation purposes and the long-range capital budget necessary to support the recommendations;

(4) The board shall, on a regular basis, be available for citizens’ input concerning any matter which the board is considering or may consider; and

(5) The board shall make recommendations to the council regarding adoption of or amendments to the parks and recreation plan element of the comprehensive plan. (Ord. 2878 § 1, 2007; Ord. 2450 § 1, 1995; Ord. 2358 § 1, 1993; Ord. 2108 § 1, 1987; Ord. 1175 § 3, 1951).

2.24.040 Removal and vacancies.

The city council may remove any appointed member of the board. The board may, by a vote in favor thereof by five of its members, recommend to the city council removal of an appointed member upon such grounds as inefficiency, neglect of duty, or malfeasance in office. An unexcused absence by the board member from three consecutive meetings, including both regular and special meetings, shall constitute grounds for removal, and six absences by a member, excused or unexcused during a 12-month period, shall likewise be grounds for removal. Any board member may resign at any time by delivering written notice to the city clerk. Vacancies occurring otherwise than by expiration of term shall be filled for the unexpired term in the manner used for regular appointment to the board. (Ord. 2878 § 1, 2007; Ord. 2668 § 1, 2000).
