This title may be known and cited as the “water ordinance.” [Ord. 80 § 1.01].
18.04.020 Title not a contract.
Nothing contained in this title shall be taken as creating any contractual obligation between the city and any person receiving water from the city, or as limiting in any way the city’s right to amend this title or to change the terms and conditions upon which water is provided and sold. [Ord. 80 § 1.03].
18.04.030 Severability.
The invalidity of any chapter, section, subsection, provision, clause, or portion thereof, or the invalidity of the application thereof to any person or circumstance, shall not affect the validity of the remainder of this title or the validity of its application to other persons or circumstances. [Ord. 80 § 1.04].
