13.28.010 Purpose.

Whereas it is a necessary sanitary measure in order to protect the health and welfare of the people of the city, that all premises where there is a sewerage disposal be connected with the sewerage disposal system, the ordinance codified in this division shall so far as it affects public health and sanitation be and is declared to be an exercise of the police power of the city. (Ord. 116 § 11, 1936)

13.28.020 Intent.

The ordinance codified in this division is declared to be an exercise of the police power of the state and of the city to promote the public health, safety and welfare, and its provisions shall be liberally construed for the accomplishment of that purpose. (Ord. 270 § 1, 1973)

13.28.030 Severability.

If any section of this division is adjudged to be invalid, such adjudication shall not affect the validity of the remaining portions. (Ord. 270 § 39, 1973)

13.28.040 Minimum standards.

The requirements of this division are declared to be minimum standards and shall not be construed to prevent the enforcement of more stringent standards imposed by other ordinances, or by or under the authority of state law. (Ord. 270 § 40, 1973)
