2.420.010 Community services advisory council created -- Purpose.

The Snohomish county council hereby creates the Snohomish county community services advisory council. The Snohomish county community services advisory council’s purpose is to advise the county executive and the county council, through the Snohomish county human services department, on all matters relating to the causes of poverty and to a reduction in the effects of poverty.

2.420.020 Powers and duties.

The community services advisory council shall have the following powers and duties:

(1) Conduct studies, investigations and public hearings to determine the priority needs of Snohomish county’s low-income population including special studies of significance to human service issues.

(2) Review and recommend for approval an annual priorities plan for the community services division of the human services department.

(3) Recommend community services block grant program strategies that are responsive to the priorities plan.

(4) Assess the progress of community services division programs through quarterly review of performance.

(5) Advise the county executive and county council through the human services department on the allocation of community services block grant resources.

(6) Act in an advocate role in the public and private sectors in the interests of low-income population of Snohomish county.

(7) Maximize the extent and quality of low-income participation in the programs of the community services division.

2.420.030 Membership and appointment.

The community services advisory council shall consist of at least 12 and not more than 24 members. Membership will be constituted to ensure that (1) one-third of the members are elected public officials, currently holding office, or their representatives except that if the number of elected officials reasonably available and willing to serve is less than one-third, appointed public officials may be substituted; (2) at least one-third of the members are persons chosen in accordance with democratic selection procedures adequate to ensure that they are representative of the poor; and (3) the remainder of the members are officials or members of business, industry, labor, religion, welfare, education, or other major groups and interests. The membership shall be representative of each Snohomish county council legislative district with at least two members from each.

2.420.040 Terms of members.

The terms of office of community services advisory council members shall be four years; PROVIDED, That no person may serve more than eight years as a member regardless of which group or combination of groups represented; PROVIDED FURTHER, That the term of an initially appointed member may be set for a period shorter than four years in order that an equal number of vacancies occur every two years.

2.420.050 Vacancies.

A vacancy resulting from the expiration of a term of office shall be filled by appointment for a term of four years. Vacancies occurring for any reason other than the expiration of a term of office shall be by appointment for the unexpired term of office being filled.
